WHEREAS, a public hearing has been scheduled before the Union County Commissioners
on Monday, May 3, 1999 at 10:00 a.m.; and
WHEREAS, Section 709.031 of the Ohio Revised Code requires that, prior to the hearing
of the annexation petition, the Municipal Authority shall adopt a statement indicating what
services, if any, the Municipal Corporation will provide to the territory proposed for
annexation; and
WHEREAS, the area proposed for annexation lies within Dublin's exclusive water and
sewer service extension area, as provided under the agreements with the City of Columbus;
and
WHEREAS, the proposed annexation is in conformance with the annexation strategy
contained in the Dublin Community Plan, adopted by Council on November 17, 1997.
NOW, T?REFORE, BE IT RESOLVED, by the Council of the City of Dublin, State of
Ohio, of the members concurring that:
Section I. The City of Dublin will provide the following municipal services for the 106+/-
acres in Jerome Township, Union County upon the annexation of the area to the City of
Dublin, Ohio:
Eclke. The City provides Police and Communications service on a full twenty-four
hour basis and also has mutual aid agreements with other municipalities. The
annexation area lies approximately one mile west of Dublin Police Division
headquarters. Dublin operates with a minimum of four cruisers on duty. A response
time of approximately five minutes for an emergency situation should be expected
for this area.

Eire. Fire and emergency medical services protection is currently provided by well-
staffed departments in Jerome and Washington townships. They, too, have mutual
aid agreements with other municipalities. This annexation would not change fire
department jurisdictional boundaries, and therefore response times for fire and
emergency medical services will not be affected. The Jerome Township Fire Station
is approximately six miles from the annexation area, and normal response times
should be approximately eight minutes. However, due to an existing automatic
response agreement, the area is also served by the Washington Township Fire Station
93 which is located approximately one mile away, and normal response time would
be approximately three minutes.
Sanitation. Residential refuse collection services are contracted by the City and are
currently provided at no additional charge.

Street Maintenance. The City has a Streets and Utilities Division which provides
excellent service in the area of street and road maintenance.
Section 2. The City has SEWER and WATER service area contracts with the City of
Columbus, and the subject property is within the service areas. Conditioned on the ability
of the City of Columbus to provide WATER, and to provide sufficient SEWERAGE disposal
capacity, the City of Dublin will have the ability to service the area.
Section 3 This resolution shall be in force and effect immediately upon its passage as
i provided under Section 4.04(a) of the Revised Charter.

PUBLIC NOTICE OF ANNEXATION HEARING
On the 17th day of February, 1999, a petition to annex 106 acres ofland, more or
less, to the City of Dublin, Ohio from Jerome Township, Union County, Ohio, was filed
with the County Commissioners of Union County, Ohio. The filing also included a map
of said territory proposed for annexation. A full legal description of said premises
follows at the end of this notice. Christopher T. Cline was appointed agent for petitioners
and duly gives this public notice in accordance with law, said notice to be published once
per week for four consecutive weeks in a newspaper of general circulation in Union
County.
The matters contained in the annexation petition will come on for hearing before
the Board of County Commissioners of Union County, Ohio the 3rd day of May, 1999 at
10:00 A.M.. in the office of the Board of County Commissioners, 233 West Sixth Street,
Marysville, Ohio
The territory proposed for annexation is described as follows:
Situate in the State of Ohio, County of Union, Jerome Township and lying in
Virginia Military Survey Number 3452 being all of the 51.851 acre tract owned by Albert
Lee and Florence Schoby (Map Number 147-00-00-012.000, Parcel Number 17-00-
29016.000), all of the 46.833,3.957 and 1.048 acre tracts owned by Northwest Assemby
of God (Map Numbers 14700-00-014.000, 147-00-00-014.001 and 147-00-00-015.000,
Parcel Numbers 17-00-29017.000, 17-00-29017.200 and 17-00-29018.000) and all of the

A motion was made by Jim Mitchell and seconded by Tom McCarthy to approve the
following resolution:
WHEREAS, a petition for annexation was filed on February 17, 1999, naming
Christopher T. Cline, Agent for the Petitioners, and praying for annexation to the City of Dublin,
Jerome Township, Union County, Ohio;
AND WHEREAS, said petition represents real estate situated in Jerome Township,
Union County, Ohio being a total of 106 acres, more or less, and being contiguous and adjacent to
the City of Dublin. There are eight (8) owners of real estate in the territory sought to be annexed
to the City of Dublin, Ohio.
THEREFORE, BE IT RESOLVED, that said petition for annexation be and is hereby
received pursuant to Section 709.02 of the Ohio Revised Code, and shall be advertised by
publication as required by law, and the public hearing on said petition shall be held in the office
of the Board of Union County Commissioners, 233 West Sixth Street, Marysville, Ohio, at 10:00

The undersigned, petitioners in the premises, and being a MAJORITY OF OWNERS OF
REAL ESTATE in the territory described, consisting of 106 acres, more or less, in the Township of
Union, which are contiguous and adjacent to the City of Dublin, do hereby pray that said territory be
annexed to the City of Dublin, according to the statutes of the State of Ohio.
A full and accurate description and a plat of said territory so prayed to be annexed are
attached hereto and made a part hereof.
In support of said Petition, your petitioners state that there are within the territory so prayed
to be annexed Eight (8) OWNERS OF REAL ESTATE.
Christopher T. Cline is hereby appointed Agent for the undersigned Petitioners, as required
by Section 709.02 of the Revised Code of Ohio. Said Agent is hereby authorized to make any
amendmem and/or ddetion\Nhich in his absolute and complete discretion is necessary or proper

Situate in the State of Ohio, County of Union, Jerome Township and lying in Virginia
Military Survey Number 3452 being all of the 51.851 acre tract owned by Albert Lee and
Florence Schoby (Map Number 147-00-00-012.000, Parcel Number 17-00-29016.000), all of the
46.833,3.957 and 1.048 acre tracts owned by Northwest Assemby of God (Map Numbers 147-
00-00-014.000, 147-00-00-014.001 and 147-00-00-015.000, Parcel Numbers 17-00-29017.000,
17-00-29017.200 and 17-00-29018.000) and all of the 1.06 acre tract owned by William R. II and
Rita Diane Syar (Map Number 147-00-00-013.000, Parcel Number 17-00-29017.100) and the
portions within the right-of-way of Post Road, for the 0.677 acre tract owned by BJL Limited
Partnership, (Map Number 147-00-00-022.000, Parcel Number 39-00-01015.000), the 0.591 acre
tract owned by GLK Properties Ltd. (Map Number 147-00-00-018.00, Parcel Number 39-00-

Beginning at an angle point in the Existing City of Dublin Corporation Line as
established by ordinance Number 24-94 of record in Annexation and Subdivision Record Book
2, page 437 said point being the northeasterly comer of said 46.833 acre tract;
Thence SOUTHERLY, a distance of 4400 feet, more or less, with said Corporation Line
being a line common with the easterly line of said 46.833, 3.957 and 1.048 acre tracts and the
westerly lines ofa 15.704 owned by M.L Schottenstein Homes, a 1.550 acre tract owned by City
of Dublin and a 2.627 acre tract owned by Cast Post Limited crossing Post Road (60 feet in
width) to a point in the southerly right-of-way line of said road, said point being an angle point in
said Corporation Line;
Thence NORTHWESTERLY, a distance of 1240 feet, more or less, with Existing City of
Dublin Corporation Line as established by Ordinance Number 37-81 being a line common with
the southerly right-of-way line of said Post Road to a point at the intersection of said right-of-
way line and the extension of the westerly line of said 51.851 acre tract across Post Road;
Thence NORTHERLY, a distance of3844 feet, more or less, with the westerly line of
said 51.851 acre tract being a line common with the easterly line of a 46.30 owned by Warren G.
Gorden and their extension across Post Road to a point at the corner common to said tracts lying
in the Existing City of Dublin Corporation Line;
Thence EASTERLY, a distance of 1111 feet, more or less, with said Corporation Line
being a line common with the northerly line of said 51.851 and 46.833 acre tracts and the
