Ordinance 29-11RECORD OF ORDINANCES Inc. Ordinance No. 29 -11 Passed 20 AN ORDINANCE ADJUSTING THE EXISTING WARD BOUNDARIES OF THE CITY OF DUBLIN, AS REQUIRED BY ARTICLE 9.04 OF THE REVISED CHARTER, AND DECLARING AN EMERGENCY WHEREAS, the Revised Charter requires that no later than July 1, 2001, and no less frequently than every ten years thereafter, Council shall divide or re- divide the City into four wards of substantially equal population for the purpose of electing four ward Council members at the next regular municipal election; and WHEREAS, the 2010 federal census data has now been provided to the City of Dublin; and WHEREAS, City Council has convened to discuss the proposed ward adjustments, based upon population changes to the existing wards, as substantiated by the 2010 U.S. census data. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, � � of its elected members concurring, that: Section 1 . The corporate limits of the City of Dublin be and the same hereby is divided into the wards as bounded and described as Scenario 1 in Exhibit "A" with the respective population indicated, pursuant to Article 9.04 of the Revised Charter. Section 2 . The Boards of Elections of Franklin, Delaware and Union counties, upon receipt of a certified copy of this Ordinance, are hereby authorized and directed to accept the wards enumerated herein for all purposes of election, as authorized by the Revised Charter of the City of Dublin, Ohio. Section 3. This Ordinance is declared to be an emergency necessary for the immediate preservation of the public peace, health, safety or welfare, and for the further reason that the Revised Charter requires that Council redivide the four wards of the City no later than July 1, 2011. This scenario maintains the existing ward boundaries, which were established in May of 2001. Staff has updated the proposed ordinance to include this map and text attachments. The ordinance is drafted with emergency language so that it can be effective prior to the July 1 deadline, as required by the Revised Charter. Ott, Sr. Project Manager Summary Re: Ordinance 29-11 — Adjusting the Existing Ward Boundaries Memo In accordance with Section 9.04 of the Revised Charter for the City of Dublin, Ohio, City Council is charged with reviewing ward boundaries no less than every 10 years. The last review of the ward boundaries occurred in May, 2001. The language of the Revised Charter is attached for your reference. City staff has prepared four scenarios for ward boundaries for City Council's review and selection. The scenarios attempt to ensure a relatively equal population division among the wards, based upon 2010 U.S. Census Bureau data, and minimize the splitting of neighborhoods between wards by using major streets and subdivision boundaries as proposed ward boundaries. In addition to the scenario maps, the first map attached shows the City's population change by ward from 2000 to 2010. Further, staff developed population projections for potential residential development that could occur within Dublin in the next ten years, focusing on approved preliminary development plans within each Council ward. This information is listed on each map. Projected average household sizes and residential vacancy rates by housing type (i.e. single- family detached, single- family attached and multi - family) for the year 2020 were provided by McBride Dale Clarion for the 2007 Community Plan demographic analysis. These assumptions were applied to the numbers of permitted housing units remaining to be built in each development. Developments considered in this analysis include Greystone Mews, Wyandotte Woods, Scioto Crossing /Sawmill Condos, and Deer Run Estates (Franklin County portions) in Ward 1; Ballantrae, the Village at Coffman Park, and National Church Residences (Avondale Woods) in Ward 2; Tartan West, Tartan Ridge, and Deer Run Estates Delaware County portions) in Ward 3; and Oak Park in Ward 4. Staff also created separate population projections for potential residential development within the Bridge Street Corridor (Wards 1 and 2), based on short-term residential market demand analysis and assumptions for development capacity and phasing provided by Goody Clancy. In summary, the scenarios are: Scenario 1 — maintains existing ward boundaries Scenario 2 — moves approximately 1.8% of the City's population from ward 2 to ward 4. The area to be moved is labeled Area B. Scenario 3 - moves approximately 3.7% of the City's population from ward 2 to ward 4. The areas to be moved are labeled Area B and Area C. Memo re.
