I , i I WHEREAS, The City of Dublin desires financial assistance to promote teen volunteerism through a summer program entitled "Dublin Youth Volunteer Corps" where select teens will volunteer their time as outreach to inner city communities and the Dublin community. Nf,W, THEREFORE, BE IT RESOLVED by Council of the City of Doblin, State ofOhio, of the members concurring that: Section 1. The City of Dublin approves filing a grant application to receive financial assistance from The Nationwide Foundation Section 2. The City Manager is hereby authorized and directed to execute and file a grant application with the Nationwide Foundation and to provide all information and documentation required to become eligible for possible funding assistance. Section 3. This resolution shall be effective upon passage in accordance with section 4.04(a) of the Revised Charter. Brautigam, City Manage~ . ~ DATE: August 28,2002 INITIATED BY: Christine Nardecchia, Volunteer Coordinator RE: Nationwide Grant SUMMARY: The City of Dublin Volunteer Program has completed the preliminary requirements for a grant application to the Nationwide Foundation to partially fund a newly-created Dublin Youth Volunteer Corps. The program is intended to be a summer youth program for select individuals aged 14 to 18. Participants will be selected based on school recommendations, grade point average, community involvement and personal interviews. The volunteer projects will take place once per week and will be mainly outreach - partnership projects with inner-city programs, such as City Year Columbus, Habitat for Humanity, the Mid-Ohio Foodbank, and The Community Kitchen, Inc. Service to the City of Dublin will also be an integral part of the program. The Nationwide Foundation is dedicated to supporting and funding projects that encourage volunteerism, particularly in areas where their employees are based. The Dublin Youth Volunteer Corps would give Nationwide employee volunteers the opportunity to become involved in the program by being adult leaders and chaperones during the volunteer outreach projects. The program will require a total of $6,000 in funds for the summer season. The Nationwide grant requests $4,000 in funds to finance a part time seasonal staff member, volunteer t-shirts, transportation funds and training/orientation funds. The remaining costs will be requested in the City of Dublin's budget for 2003. Projected volunteer service hours would be 1500 hours during the summer months. The City of Dublin would average a direct program cost of $1.33 per volunteer hour, whereas the Nationwide grant would fund an additional $2.66 per volunteer hour. All requests for grant applications will be notified of their status no later than March 31, 2003. Thank you for your consideration and please contact me with any questions. Grigsby, Assistant City Manager/Director of Finance \~\\.~ Re: Resolution No.3 7 -02, Resolution Accepting The Amounts and Rates and Authorizing Tax Levies SUMMARY: Each year, the Franklin County Budget Commission determines the amount of property taxes to be received based on the City's millage rates, both inside and outside the "10 mill limit". The inside millage rate was established many years ago by the State and the outside millage is based on the rate needed to retire the two debt issues supported by property taxes and the 1976 levy for police operations The property tax revenue generated from the inside millage will be credited to the Parkland Acquisition Fund and utilized to acquire recreational facility sites, open space and parkland. The distribution of the inside millage is evaluated annually as part of the tax budget process. The adoption of this Resolution is required by Section 5705.34 ofthe Ohio Revised Code. As stated in the attached correspondence from the Franklin County Budget Commission, the adopted Resolution is to be filed with the Budget Commission on or before October 1. (O.R.C. 5705.34) The amounts on this resolution include the real property state reimbursement for rollback and homestead. In the event your subdivision passes a levy in November and/or has a bond rate to be set by the Budget Commission, an "Amended Resolution Accepting the Amounts and Rates Authorizing Necessary Tax Levies" will be forwarded to you in late December. The tax levy revenue estimates appearing on your Official Certificate are based on 2001 valuation data and new construction as of January 1, 2002. Levies expiring in 2002 have been removed. Levies to be voted on in November 2002 are not included. It should be noted that current tax revenue estimates may increase or decrease when actual valuation and effective tax rate data become available in December.
