Ii A RESOLUTION DESIGNATING APRIL 20
THROUGH APRIL 27, 2002 EARTH WEEK
IN THE CITY OF DUBLIN, OHIO
WHEREAS, environmental awareness is critically important for Dublin citizens of all ages;
and
WHEREAS, the City strives to be a leader in environmental awareness and sensitivity; and
WHEREAS, we are all learners interacting with others and the environment in a lifelong
process; and
WHEREAS, environmental awareness includes the appreciation and wonder of the natural
world, the understanding of the wise use of the world's, Ohiots and Dublin's natural resources,
and the development of positive attitudes and skills required to participate intelligently in
environmental decision making; and
WHEREAS, year 2002 is the 30th anniversary of the Federal Water Pollution Control Act
(Clean Water Act);
WHEREAS, the City of Dublin must comply with the National Pollution Discharge
Elimination System (NPDES) storm water permit by December 2002; and
WHEREAS, the City of Dublin, Dublin City Schools, Washington Township, the Solid Waste
Authority of Central Ohio, Rumpke Waste Systems, Scioto River Valley Federation and
Ashland will be sponsoring activities throughout Earth Week to increase the level of
environmental awareness and provide opportunities for citizens to take action;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of
Ohio, ~ of the members concurring:
Section 1. That Dublin City Council hereby declares April 20 through April 27, 2002 as
Earth Week in the City of Dublin, and all citizens are encouraged to observe this week by
taking part in the many planned activities that will occur during Earth Week, to include:
a. Celebrating the accomplishments of the City's recycling and
yard waste programs.
b. Participating in the Household Hazardous Waste Drop off program, April 20 & 21
at Ashland, Inc. in Dublin.
c. Participating in the Central Ohio River Pride Week efforts.
d. Participating in the "Adopt a Stream Program".
e. Participating in area clean up efforts.
f. Assisting with the storm drain marking program.
g. Participating in beautification efforts
h. Participating in school sponsored activities.
Section 2. That this Resolution is effective upon passage in accordance with Section
4.04(a) of the Revised Charter.

Re: Resolution 08-02 declaring Earth Week.
Please find attached Resolution 08-02 declaring the week of April 20-27, 2002 as "Earth Week". As you may
know, the City of Dublin and its Department of Service has for six previous years sponsored an Earth Week
celebration. This week corresponds with the international Earth Day celebration and immediately precedes
Arbor Day. For the last six years, the City of Dublin's Earth Week activities have brought hundreds of
volunteers together to heighten awareness and to promote the active involvement and personal responsibility
of caring for our environment. The City of Dublin has received awards for its Earth Week program the last five
out of six years.
This "Week" of activity enables the Department of Service to:
1. Emphasize its solid waste management programs and services and to promote the theme of
reduce, reuse, and recycle.
2. With the help of volunteers, clean up litter in various areas of the City. While the City
typically stays on top of litter pick up, these volunteer efforts assist the City in its spring-
cleaning efforts.
3. Host the first Household Hazardous Waste Drop-off Day. The Solid Waste Authority has
verbally approved Dublin and Ashland, Inc as the first Household Hazardous Waste Drop-off
site in Central Ohio for the 2002 program.
4. Provide dumpsters to neighborhoods for neighborhood clean up efforts.
5. Conduct various beautification projects in the City with the help of volunteers.
New programs will be added this year. These programs are public education efforts that will enable the City
to also meet requirements of the National Pollution Discharge Elimination System (NPDES):
1. The City of Dublin, by coordinating volunteers, will promote and participate in the Central Ohio River
Pride Week and National River Clean-up Week by publicizing and participating in a Scioto River
Sweep in conjunction with the Scioto River Valley Federation.
2. The City of Dublin will promote and participate in the Ohio Department of Natural Resources Adopt-A-
Water Way program with the goal that each watershed in Dublin be adopted by a civic association, ad-
hoc community group, school group, scout troop, and/or business.
3. The City of Dublin will begin a storm drain marking program to educate the public about the fact that
storm drains lead to the river and substances poured into these structures drain to the river untreated.
The City's Natural Resources Advisory Commission has been providing input and feedback regarding Earth
Week activities. Staff is very appreciative of their assistance and great ideas. Minutes of recent NRAC
meetings (attached) provide a background of the discussions surrounding this topic.
We look forward to this Earth Week continuing to set the standard for others to follow.
