A Resolution Authorizing the Acceptance of a $500,000 Grant
From the State of Ohio, Department of Development
WHEREAS, the Ohio Department of Development is prepared to provide the City of
Dublin with a preliminary commitment of the $500,000 from their Roadwork
Development ( 629) Account to help defray the cost of eligible public road
improvements associated with the extension of Shamrock Boulevard; and
WHEREAS, the Ohio Department of Development's participation is contingent upon
Wendy's International, Inc. expanding its corporate headquarters by approximately
16,000 square feet resulting in the retention of 709 jobs and the creation of 50 full time
jobs over a three-year period; and
WHEREAS, the Ohio Department of Development's participation IS further
contingent upon the City committing to fund the balance of public road improvements
identified in the request for funding,
NOW, THEREFORE, BE IT RElOL VED by the City of Dublin, Franklin, Union
and Delaware Counties, Ohio, of the elected members concurring that:
Section 1. The City of Dublin hereby accepts the preliminary commitment from the
Ohio Department of Development for a $500,000 grant from its Roadwork
Development (629) Account.
Section 2. The City of Dublin understands the Ohio Department of Development's
participation is contingent upon Wendy's International, Inc. and the City meeting
commitments identified in the attached Exhibit.
Section 3. The City Manager is authorized to execute any necessary documents
related to the grant.
Section 4. This Resolution is effective upon passage in accordance with Section
4.04(a) of the Dublin City Charter.

Summary:
Resolution No.43-03 provides the City of Dublin with a preliminary commitment of $500,000 from The
State of Ohio, Department of Development's (629) Account to help defray the cost of eligible public road
improvements associated with the extension of Shamrock Boulevard.
This preliminary commitment to the City is in an effort to assist Wendy's International, Inc.'s plans to
expand its corporate headquarters facility in Dublin, As a result of Wendy's proposed expansion, there is a
need to extend Shamrock Boulevard, which will serve as a primary access road leading into Wendy's
headquarters. The total estimated project cost to extend approximately 2,990 lineal feet of Shamrock
Boulevard is $2 million. As noted in the Summary for Ordinance No. 127-03, a tax increment financing
district also will be established to provide funding for this roadway project.
Recommendation:
Staff is recommending the adoption of Resolution No.43-03 at the November 17, 2003 City Council Meeting.

Dear Mr. Stevens:
I am pleased to learn of the City of Dublin's efforts to assist Wendy's International, Inc,'s
(Wendy's) plans to expand its corporate headquarters facility in Dublin, In order to
accommodate the expansion, I understand that there is a need to extend Shamrock
Boulevard, which will serve as a primary access road leading into Wendy's headquarters,
To demonstrate the Ohio Department of Development's (ODOD) interest in assisting
Dublin with this important project, as mentioned in my October 6, 2003 correspondence
to Wendy's, I am pleased to provide the following commitment of assistance:
. Roadwork Development (629) Account - The ODOD will provide a grant of
$500,000 from its fiscal year 2004 Roadwork Development (629) Account toward
roadway improvements at the project site. The grant will be provided on a
reimbursement basis to Dublin. State prevailing wage rates must be paid on the
construction of infrastructure improvements, as determined by the Ohio Department
of Commerce, Wage and Hour Bureau,
Our participation is based upon the following understanding of the project:
. The total estimated project cost to extend approximately 2,990 lineal feet of
Shamrock Boulevard is $2 million.
. This project will result in the retention of 709 jobs and the creation of 50 new jobs
with average wages of $36.00 per hour and a fixed asset investment of over $20
million.
. Dublin will fund the remaining balance of these public roadway improvements,

This preliminary commitment of assistance is based on our understanding of the project
as described herein. Please address any issues that are different from our understanding
of the project. In the event that any ofthese numbers are reduced, our commitment may
be reduced proportionately. This commitment is contingent upon final approval by the
State Controlling Board.
Please continue to work with Chad Davie, Business Development Representative, who
will assist Dublin in gaining the necessary approval for the assistance described herein.
He will need to receive a written response from Duhlin by December 12, 2003 acceoting
