39-03 Resolution RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No_ 30045 Resolution No. ~9-0~ Passed ,20_ A RESOLUTION ESTABLISHING THE TARA HILL DRIVE TRAFFIC CALMING TASK FORCE AND CREATING THE GOALS AND ACTIONS FOR THE DEVELOPMENT OF A COMPREHENSIVE TARA HILL DRIVE TRAFFIC CALMING PLAN WHEREAS, Tara Hill Drive, which extends from Muirfield Drive on the west to Coffman Road on the east, is a collector street providing access to several connected neighborhoods; and WHEREAS, Tara Hill Drive residents have experienced increased speeds and volumes on their street, resulting in expressed concerns for pedestrian safety and prompting a petition that City Council initiate action to calm traffic on Tara Hill Drive; and WHEREAS, City Council commissioned a comprehensive traffic study to evaluate Tara Hill Drive for traffic calming; and WHEREAS, completion of Stage 1 of the Study revealed that the average recorded traffic volume on Tara Hill Drive is approximately 4,100 vehicles per day, the average 85th percentile speed is 36 miles per hour, and an average of21.5 % of the volume is documented to be through traffic; and WHEREAS, based upon the criteria set forth in the adopted City of Dublin Traffic Calming Policy, Tara Hill Drive warrants traffic calming; and WHEREAS, the initial Stage 2 findings ofthe Study have identified that approximately 20% of total traffic from Tara Hill Drive may be diverted to other adjoining neighborhood streets should traffic calming devices be implemented; and WHEREAS, City Council has determined this diversion of traffic is not a desired outcome and requires in-depth analysis and collective neighborhood involvement; and WHEREAS, City Council has determined that a Tara Hill Drive Traffic Calming Task Force should be established to organize and create community leadership within a Study Area bounded by Post Road to the south, Coffman Road to the east, Muirfield Drive to the west, and Brand Road to the north, NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, / of the elected members concurring, that: Section 1, The Tara Hill Drive Traffic Calming Task Force (the "Task Force") shall be appointed by City Council following solicitation of interested neighborhood participants. The Task Force shall be comprised of nine individuals: two members of City Council, two residents of Tara Hill Drive, and one representative from each of the following subdivisions located within the Study Area: Hemingway Village, Shannon Glen, Indian Run Meadows, Dublinshire/Woods of Dublinshire, and Earlington Village/Villas ofEarlington, Section 2, All meetings of the Task Force shall be open to the public, Section 3, At the first Task Force meeting, the Task Force shall consider the results of Stage 1 and the initial findings of Stage 2 of the Tara Hill Drive Comprehensive Traffic Calming Study, and review an expanded scope of services that will identify improvements to mitigate the potential impacts of diverted traffic within the Study Area, Section 4, The Task Force shall meet regularly, approximately once per month, to consider findings, impacts and mitigating efforts, and direct the study team, RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No, Passed Page) ,20_ Section 5, The Task Force members shall report back to interested parties in their respective subdivisions to coordinate neighborhood communication and information, Section 6, The Task Force shall meet to provide input and gamer community consensus to, ultimately, recommend to City Council a comprehensive traffic-calming plan for the entire Study Area. Section 7, The Task Force shall be chaired by one of its members, specifically appointed by City Council. Section 8, The Task Force members shall not be compensated for this service, Section 9, The Task Force shall be technically supported by appropriate City staff, particularly the Engineering Division, and the selected consultant. Section 10, The Task Force shall provide its report and recommendation to the City Council not later than May 17, 2004, Section 11. This resolution shall take effect immediately upon passage, in accordance with Section 4,04(a) of the Revised Charter.
