38-03 Resolution .cBECORD.,OFR6S0LUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No. 38-03 Passed .20_ AN RESOLUTION DECLARING CERTAIN CITY OWNED PROPERTY AS SURPLUS AND AUTHORIZING THE CITY MANAGER TO DISPOSE OF SAID PROPERTY IN ACCORDANCE WITH THE OHIO REVISED CODE SECTION 721.15 WHEREAS, the City of Dublin possesses certain fleet and equipment assets for the purpose of transporting personnel and performing specific work functions; and WHEREAS, certain fleet and equipment assets have served their useful life; and WHEREAS, it has been determined that the City should maximize the return on its investment by selling said property, NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Dublin, State of Ohio, '7 of the elected members concurring that: Section 1. The Council of the City of Dublin hereby declares the property listed in Exhibit "A" as surplus and authorizes the City Manager to properly dispose of said property in a manner consistent with the Ohio Revised Code, Section 721.15. Section 2. That this Resolution shall take effect and be in force on the earliest date permitted by law. This will be the sixth year the City has declared certain public property surplus then conducted a public auction. It is obvious from the list of property this auction related primarily to the disposal of certain fleet related items. Other City property is also auctioned but because its individual value is less than $1,000 it is not necessary for Council to declare it surplus in accordance with ORC, Section 721.15. Willis, PE, Civil EngineerU Re: Tara Hill Comprehensive Traffic Calming Task Force Resolution No. 39-03 Summary: As directed by Council at their September 15,2003 meeting, Resolution 39-03 establishes and defines goals and actions for the Tara Hill Comprehensive Traffic Calming Task Force. This Task Force identifies and creates community leadership within the 2200 household study area. The Task Force will be comprised of nine (9) members: two members of City Council, two residents of Tara Hill Drive, and one representative from Hemingway Village, Shannon Glen, Indian Run Meadows, Dublinshire/Woods of Dublinshire, and Earlington Village/Villas of Ear ling ton. This community group will review and discuss the findings of the Stage 1 report, and consider the initial findings of the Stage 2 report. The members will coordinate meetings to provide information and report back to their respective subdivisions, provide input and assist in garnering consensus within the Study Area. The ultimate goal of this group will be the creation of a comprehensive traffic-calming plan within the Study Area to be recommended to City Council for programming and implementation. Further, the current scope of services for the Tara Hill Comprehensive Traffic Calming Study includes the identification of the impacts of traffic calming devices on other Study Area streets, but does not include the mitigation of those impacts. Considering there is forecasted to be a 20% diversion of total Tara Hill Drive traffic, approximately 800 vehicles/day, to other collector streets within the Study Area, staff requested a cost from R.D. Zande, the study consultant for Stage 1 and Stage 2, to evaluate and mitigate the diverted traffic. The expanded scope of services includes: 6 technical meetings with staff, 6 meetings with the Task Force, data collection on adjoining neighborhood streets within the Study Area, extensive analyses for warrants, travel patterns, speed, and capacity, 1 Study Area Survey mailing and analysis, alternatives preparation/analyses, and a concluding report. This scope is flexible and can be changed when the Task Force reviews and discusses the expanded scope of services. The current estimated cost to perform the expanded scope of services, as noted above, is approximately $77,000, which may change if the Task Force alters the described scope. Recommendation: Staff recommends adoption of Resolution 39-03 formally establishing and setting the goals and actions of the Tara Hill Comprehensive Traffic Calming Task Force.
