32-03 Resolution RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 _____ __ . u_______..___ n_ ____ -- -- Passed ,20 - A RESOLUTION DESIGNATING THE CITY MANAGER AS THE CITY'S OFFICIAL REPRESENTATIVE AND AUTHORIZING THE CITY TO FILE A GRANT APPLICATION WITH THE OHIO PUBLIC WORKS COMMISSION CLEAN OHIO CONSERVATION FUND. WHEREAS, the State of Ohio, through the Ohio Public Works Commission, administers financial assistance for open space and riparian corridors through the State of Ohio Clean Ohio Conservation Fund; and WHEREAS, the City of Dublin desires financial assistance under the Clean Ohio Conservation Fund to reimburse a portion of the cost of acquisition of land located along the South Fork Indian Run Creek, NOW, T~FORE, BE IT RESOLVED by the Council of tbe City of Dublin, State of Ohio, of the elected members concurring that: Section 1, The City of Dublin approves filing a grant application, to receive financial assistance under the Clean Ohio Conservation Fund, Section 2. The City Manager is hereby authorized and directed to execute and file an application with the Ohio Public Works Commission and to provide all information and documentation required to become eligible for possible funding assistance. Please find attached a Resolution authorizing the City Manager to file a grant application with the Ohio Public Works Commission for Clean Ohio Conservation funding, and certifying that local funds are available for the City's matching share. The Clean Ohio Fund, as approved by Ohio voters, is a $400 million bond program to be spent over four years. Franklin County, District 3, had $2.9 million in available ...".. conservation funding for Round 2. Franklin County awarded $2 million in Round 2 funding and is offering the remaining $900,000 in Round 2-8. The timeline for applying for this supplemental round is very tight, and as usual, funding is very competitive, ....... Metro Parks, the City of Columbus, the City of Westerville, and New Albany are all vying for grant funding, The City was fortunate to receive over $121,000 in grant funding during Round 2 which will assist the City with the acquisition of 2.72 acres of riparian corridor along the Scioto River near Dublin Road and the 1-270 overpass (see Ordinance 90-03), The project that we are now asking City Council to approve for Round 2-B is acquisition of 7,537 acres of land located along the South Fork of Indian Run Creek on Post Road, This property is surrounded on three sides by existing City-owned parkland encompassing approximately 30 acres, and is key for completion of the greenway, This existing greenway supports passive recreation, wildlife migration and riparian corridor protection, The possibility of acquiring this site poses a valuable opportunity to obtain and preserve a breathtaking piece of property, r Members of Dublin City Council Page 2 The project eligibility requirements are very specific for the conservation fund. If acquiring land, the grant requires the land to be purchased and retained in perpetuity, and used for passive nature awareness types of activities, The goals for project funding are green space preservation, river corridor preservation and restoration, and wetland preservation, Projects such as acquiring land for ball fields, playgrounds, and garden projects are not eligible, This property has been identified as a desirable property for the City to acquire, should it become available, The floodplain is one of the limiting factors for this property, Recommendation: Staff is recommending approval of Resolution 32-03, Resolution 32-03 (Attachment) Clean Ohio Conservation Fund (Round 2-8) Project: South Fork Indian Run Corridor Enhancement Certificate of Local Funds August 18, 2003 I, Marsha Grigsby, Assistant City Manager and Director of Finance of the City of Dublin, hereby certify that the City of Dublin has the ability to fund its share of the cost of the proposed project, should the Clean Ohio Conservation Fund grant be awarded to the City of Dublin.
