10-04 Resolution RECORD OF RESOLUTIONS Dayton Legal Blank, Inc., Form No. 30045 Resolution No, 1 0-04 Passed .20_ A RESOLUTION IN SUPPORT OF THE DEVELOPMENT OF A SLEDDING HILL AT GLACIER RIDGE METRO PARK WHEREAS, the City of Dublin provides snow sledding opportunities for its residents, although limited; and WHEREAS, Dublin snow sledding venues are becoming crowded; and WHEREAS, the City of Dublin desires to see more snow sledding hill venue(s) become available; and WHEREAS, the City of Dublin is a full partner in the acquisition ofthe Glacier Ridge Metro Park; and WHEREAS, during the master planning process for Glacier Ridge Park, City of Dublin representatives to the advisory council made known their desire to have a snow sledding hill incorporated as a design element; and WHEREAS, there is no known plan to construct such a sledding hill at Glacier Ridge Metro Park. NOW, TrFORE, BE IT RESOLVED by the Council ofthe City of Dublin, State of Ohio,' members concurring that: Section 1. That Dublin City Council encourages the Metro Parks Board to implement the construction of a sledding hill at the Glacier Ridge Metro Park for the benefit of all residents served by the Glacier Ridge Metro Park. Section 2. That the Clerk of Council will forward a copy of this Resolution to the Metro Parks Board of Park Commissioners. Section 3. McDaniel, Deputy City Manager/Director of Service RE: Parks & Recreation Advisory Commission (PRAC) Sledding Hill Recommendation, Resolution 10-04 The following information is being presented on behalf of PRAC. PRAC reviewed this memo and approved it at its February 18, 2004 meeting, Backe:round PRAC has long been concerned regarding the lack of sufficient sledding facilities within the City of Dublin. The only designated sledding facility within the City is located at Scioto Park, which frequently experiences crowding. PRAC realizes that part of the reason for the crowding is the infrequency of snowfall sufficient to promote sledding (i.e, there is a limited amount of time so families must use it during the same time frame). PRAC is concerned that crowding contributes to injuries on the hill (note: due to the City's immunity no statistics regarding sledding injuries are available). Additionally, crowding on the hill could reduce the enjoyment for users. City staff has reached an agreement with Dublin City Schools to use Dublin Scioto High School for overflow parking and shuttles sledders from the High School to the park during peak sledding times. The decision to provide overflow parking and shuttle service was in response to numerous parking problems and complaints of near accidents. PRAC has observed the crowding and has received informal requests for relief from users of the hill. City staff has reviewed other City parks for the potential of constructing a sledding hill but deemed the parks unsuitable for that use due to a variety of reasons: limited space, natural features that represent safety hazards, etc. PRAC was hopeful the City's partnership with Metro Parks would result in the development of a sledding hill in the Glacier Ridge Park. Metro Parks established an advisory council to help determine the components that should be incorporated in the park. Fred Hahn and Patrick Enright of PRAC were chosen to serve on the Metro Parks advisory council. Both Mr. Hahn and Mr. Enright have repeatedly made known the City's desire to have a sledding hill incorporated in the park. Additionally, PRAC and the Natural Resources Advisory Commission (NRAC) held joint meetings with Metro Parks on November 9, 2000 and September 19, 2001. At both of the meetings PRAC again expressed support for the development of a sledding hill in the park. There was also a public participation process sponsored by Metro Parks in September of 2000, which PRAC members attended and "voted" (submitted comment cards) in favor of the plan that included the sledding hill. Metro Parks staff has given PRAC members positive verbal feedback regarding development of a sledding hill at Glacier Ridge Metro Park. PRAC also felt that the development of the wetlands area, which would involve the removal of a great deal of soil, would assist in acquiring the soil needed to construct a sledding hill. One of the "conservation practices" is to maintain soil on construction sites. The wetlands area is currently under development and the soil is being removed as part of the construction. The current development plan also does not include a sledding hill. PRAC, through Mr. Enright, has attempted to determine the status of a sledding hill development within Glacier Ridge but has not received a clear response from the Metro Parks staff. Considering the City's and Metro Parks strong partnership in the development of the park and the City's commitment to provide $7.7 million towards land acquisition for the park ($2,310,000 paid through year end 2003), PRAC feels an endorsement for the development of a sledding hill from City Council might help influence Metro Parks to incorporate a hill in the Glacier Ridge Metro Park. Recommendation PRAC recommends Council adopt Resolution 10-04 and direct the Clerk of Council to forward the Resolution to the Metro Parks Board of Park Commissioners, at Metro Parks District Office, 1069 West Main Street, Westerville, OR 43081-1181. PRAC would be happy to respond to any questions Council may have regarding this recommendation. PRAC invites Council members to call any PRAC member to discuss the recommendation.
