A RESOLUTION ACCEPTING THE LOWEST AND BEST
BID FOR THE DARREE FIELDS EXPANSION PROJECT
2006 AND AUTHORIZING THE CITY MANAGER TO
ENTER INTO A CONTRACT FOR SAID SERVICES
WHEREAS, after advertising and receiving bids on Tuesday, August 1, 2006
for the Darree Fields Expansion Project 2006, Council has determined that
the base bid submitted by Columbus Asphalt Paving, Inc. in the amount of
$319,850.00 is the lowest and best bid; and
WHEREAS, this project is an approved 2006 Capital Improvements Project.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, S of the elected members concurring that:
Section 1. The base bid submitted by Columbus Asphalt Paving, Inc. in the
amount of $319,850.00 for the Darree Fields Expansion Project 2006 is hereby
accepted.
Section 2. The City Manager is hereby authorized to enter into a contract for
the project as listed above, and as specified within the bid proposal and the City's
bid documents on file in the Division of Parks & Open Space.
Section 3. This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

RE: Resolution 63-06, Darree Fields Expansion Project 2006
Summary
On Tuesday, August 1, 2006 bids were opened for the Darree Fields Expansion Project
2006. The funds for this project are included in the 2006 Capital Improvements Program.
The estimate for this project was $390,041.00.
Three (3) bids were received.
Base Bid
1) The Righter Co., Inc. $331,000.00
2) McDaniels Construction Corp., Inc. $389,000.00
3) Columbus Asphalt Paving Inc. $319,850.00
Work consists of labor, materials and equipment required for grading and fencing for two
little league ball diamonds, storm sewer, construction of a dog park and miscellaneous site
amenities.
Columbus Asphalt Paving Inc. has done previous work for the City of Dublin and staff has
found their work to be favorable. Staff has also completed references on Columbus Asphalt
Paving Inc. and found their references to be satisfactory.
Recommendation
Staff is recommending adoption of Resolution 63-06, accepting Columbus Asphalt Paving's
base bid of $319,850.00 and authorizing the City Manager to enter into a contract for said
servIces.

Re: Resolution 64-06 , Adopting Interim Land Use Principles
Summary:
At the August 2, 2006 Joint Work Session, members of City Council and the Planning and
Zoning Commission discussed the need for clear policy direction to address pending
development proposals while updates to the Community Plan are ongoing.
Over the course of the last year, ten basic planning principles were developed that have served
as the basis for land use scenarios currently under study as part of the Community Plan
process. Those fundamental principles were agreed upon by members of City Council and the
Planning and Zoning Commission during previous joint work sessions. Since beginning the
update process, development applications have been submitted that attempt to incorporate
elements being discussed as potential revisions to the Community Plan.
The intent of Resolution 64-06, as requested by City Council, is to provide a clear policy
document to supplement adopted plans and accepted planning practices until such time as
revisions to the Dublin Community Plan are complete and formally adopted.
Recommendation:
Staff recommends adoption of Resolution 64-06.
