57-06 Resolution RECORD OF RESOLUTIONS _~~YY:l~__~_E>fEil_BI_aQk,_lnc., Form ~<?__~Qo~~___ Resolution No. 57-06 Passed ,20_ ----------------- ------------------- A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR TARA HILL DRIVE TRAFFIC CALMING PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the Tara Hill Drive Traffic Calming Project; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities; and WHEREAS, Council has determined that the bid submitted by Nickolas M. Savko & Sons, Inc. constitutes the lowest and best bid received for the project. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, _ 3 of the elected members concurring that: Section 1. The bid submitted by Nickolas M. Savko & Sons, Inc. in the total amount of $660,698.40 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Nickolas M. Savko & Sons, Inc. for performance and completion of the Tara Hill Drive Traffic Calming project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. That this Resolution shall take effect and be in force on the earliest date permitted by law. Richardson, P.E., Assistant Director of Engineering - Design Re: Resolution No. 57-06 - Tara Hill Drive Traffic Calming Project Bid Acceptance Summary: On June 14,2006, five (5) bids were received, publicly opened and read for the Tara Hill Drive Traffic Calming project. The bids received were: Nicholas M. Savko & Sons, Inc. $660,698.40 Columbus Asphalt Paving, Inc. $678,410.65 McDaniel's Construction Corp., Inc. $713,518.11 Strawser Paving Co., Inc. $719,854.25 Decker Construction Company $770,095.33 The Engineer's estimate was $730,000.00. Nicholas M. Savko & Sons, Inc. submitted the lowest and best bid, for the installation of traffic calming features along Tara Hill Drive between Coffman Road and Muirfield Drive. The traffic calming measures were recommended by the Tara Hill Area Traffic Calming Task Force. Tara Hill Drive will also be resurfaced. For Council's reference and review, a reduced set of project construction drawings has been placed in the Council planning room. Staff has thoroughly reviewed the Nicholas M. Savko & Sons, Inc. bid and has checked references. Previous experience with Nicholas M. Savko & Sons, Inc. includes Muirfield Drive (between Tara Hill Drive and Brigids Close Drive) and Tuller Road. Nicholas M. Savko & Sons, Inc. has not performed roadwork for the City in many years. However, during the last several years, Nicholas M. Savko & Sons, Inc. has constructed many private developments within the City of Dublin, including Tartan West. An informational meeting regarding the construction project will be held on Thursday, June 15, 2006 from 6:00-7:30 pm at the Dublin Municipal Building in Council Chambers. The residents of the Tara Hill area, Tara Hill Area Traffic Claming Task Force members, and Council members were invited. Recommendation: Staff recommends approval of Resolution 57-06 accepting the bid of Nicholas M. Savko & Sons, Inc. in the amount of $660,698.40 and authorizing the City Manager to enter into a contract with Nicholas M. Savko & Sons, Inc. for this project.
