A RESOLUTION ACCEPTING THE LOWEST AND BEST
BID FOR THE DUBLIN ROAD/RIVER FOREST ROAD
BIKEP ATH TUNNEL PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Code, for the Dublin Road/River Forest Road Bikepath Tunnel; and
WHEREAS, Council has determined that the bid submitted by Complete General
Construction Company, Inc. constitutes the lowest and best bid;
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, 7 of the elected members concurring:
Section 1. That the bid submitted by Complete General Construction Company,
Inc. in the total amount of$7l1,606.00 is hereby accepted.
Section 2. That the City Manager is hereby authorized to enter into contracts with
Complete General Construction Company, mc, for performance and completion of
the Dublin Road/River Forest Road Bikepath Tunnel Project pursuant to the
Advertisement, Proposal and Contract Documents for said project on file in the
office of the City Engineer.
Section 3. That this Resolution shall take effect and be in force on the earliest date
permitted by law,

Re: Resolution 55-06 -Dublin RoadlRiver Forest Road Bikepath Tunnel Bid Acceptance
Summary
On May 31, 2006 four (4) bids were received, publicly opened and read for the Dublin
Road/River Forest Road Bikepath Tunnel project.
Complete General Construction $711,606.00
McDaniels Construction Corp"Inc, $714,918.65
Trucco Construction Company $717,580.38
George J. Igel & Company $748,045,00
The Engineer's estimate for this project was $750,000, The 2005 budgeted funds for
construction of this project, including landscaping, were $450,000. The roughly $260,000 cost
increase over the original budget estimate is for improving the vertical profile of Dublin Road at
River Forest Road, Overall, about 900 ft of Dublin Road profile will be improved with the
tunnel project.
Complete General Construction Company, Inc. (Complete General) submitted the lowest and
best bid which includes landscaping for the tunnel entrances, For Council reference and review,
a reduced set of project construction drawings has been placed in the Council planning room,
Staff has thoroughly reviewed the Complete General bid. Previous experience with Complete
General has been favorable, including these recent projects: Muirfield Drive/Brand Road
Roundabout; Glick Road/Avery RoadJManly Road Roundabout; Brand Road/Bristol Parkway
Bikepath Tunnel; and North Fork Indian Run Bank Stabilization at Brand Road.
Staff anticipates Dublin Road to be closed to all traffic at River Forest Road from July 5, 2006
until September 29,2006 for this project.
Recommendation
Staff recommends approval of resolution 55-06 accepting the bid of Complete General
Construction Company, Inc, in the amount of $711,606.00 and authorizing the City Manager to
enter into a contract with Complete General Construction Company, Inc. for this project.
