A RESOLUTION OF INTENT TO APPROPRIATE A 0.007 ACRE,
MORE OR LESS, FEE SIMPLE INTEREST, AND A 0.055 ACRE,
MORE OR LESS, TEMPORARY CONSTRUCTION EASEMENT,
FROM SHEILA M. TURNER, LOCATED NORTH OF RIVER
FOREST ROAD AND WEST OF DUBLIN-BELLEPOINT ROAD,
CITY OF DUBLIN, COUNTY OF FRANKLIN, STATE OF OHIO.
WHEREAS, the City of Dublin is preparing to construct a bikepath tunnel at the
intersection of River Forest Road and Dublin Road; and
WHEREAS, said improvement will require the City of Dublin to obtain a fee simple
interest and temporary construction easement in and to the premises described in the
attached Exhibits "A" and "B" located in the City of Dublin, Franklin County, Ohio.
NOW, THEREFORE, BE IT RESOLVED by the Council, ofthe City of Dublin, State
of Ohio, 1 of the elected members concurring that:
Section 1. Council considers it necessary and declares its intention to appropriate, for
the purpose of constructing a bikepath tunnel at the intersection of River Forest Road and
Dublin Road, a fee simple interest and temporary construction easement in and to the
premises located in the City of Dublin, Ohio, and more fully described in the legal
descriptions attached hereto as Exhibits "A" and "B".
Section 2. The City Manager is hereby authorized to cause written notice of the
passage of this Resolution to be served upon the owners and persons in possession or
having an interest of record in the above-described property. This notice shall be served
according to law.
Section 3, This Resolution shall take effect and be in force from and after the earliest
date permitted by law.

Resolutions 50-06 through 52-06
Summary
City staff and legal staff are beginning the land acquisition process for the construction of a bikepath
tunnel at the intersection of River Forest Road and Dublin Road. This project requires the acquisition of
right-of-way and temporary construction easements from three (3) landowners. A drawing of the
proposed right-of-way and temporary construction easements are attached for your review. Resolutions
50-06 through 52-06 have been submitted to Council for approval of Dublin's intent to appropriate the
necessary right-of-way and temporary construction easements,
The Dublin Road/River Forest Bikepath Tunnel, to be located 100 ft south of River Forest Road, is
scheduled to be constructed this summer. Due to utility conflicts and the lead time needed by utility
companies to design and bid their relocation work, staff will likely close Dublin Road to all traffic at
River Forest Road on July 5, 2006, The construction length required to construct the tunnel and also
relocate utilities will be about three months.
At the tunnel location, Dublin Road will be raised approximately 3 feet. Construction work will extend
north of River Forest Road about 500 ft. The intersection of River Forest Road with Dublin Road is
potentially hazardous due to poor sight distance and the lack of a shoulder. Approximately 900 feet of
the existing vertical profile along this section of Dublin Road will be improved. Two existing knolls just
north of River Forest Road on Dublin Road will be lowered about 18 inches. This will improve the sight
distance in accordance with current design standards, Raising the existing road profile at the tunnel also
avoids a costly relocation of an existing 8-inch sanitary sewer on the east side of Dublin Road.
The Dublin Road/River Forest tunnel construction cost is estimated at $750,000. The funds budgeted to
construct the tunnel are $450,000. The $300,000 cost increase over the original budget is for improving
the Dublin Road vertical profile and shoulder at the tunnel. These improvements were not originally
included when the project was programmed in 2004.
Village Parkway/Shamrock Boulevard extension was programmed for construction in 2006 and has been
postponed to 2007. Additionally, the design for the intersection improvement at Muirfield Drive/Sells
Mill intersection and the Cosgray Road/Shier Rings Road intersection will not occur in 2006. The funds
for these projects will be available to provide for the additional funds needed to construct the project.
This project will be advertised for bids on May 16, 2006, Once complete, the tunnel will provide bike
and pedestrian access to the River Forest subdivision as well as improve the safety of this section of
Dublin Road.

Recommendation
Legal Staff recommends approval of resolutions 50-06 through 52-06, Engineering staff recommends
the construction of this project include both the tunnel installation and improvement of this section of
Dublin Road.

Adjustment) from GPS observations made from Franklin County Monument "Frank
6648" and City of Dublin Monuments "3-02" and "97-008".
The above description was prepared in February 2006 by Charles P. Unterreiner,
Professional Surveyor 7819 from a field survey made by American Consulting, Inc. in
January 2005 under the direction of said surveyor,
