A RESOLUTION ACCEPTING THE LOWEST AND BEST
BID FOR THE 2006 MUIRFIELD TURF MAINTENANCE
PROJECT, AND AUTHORIZING THE CITY MANAGER
TO ENTER INTO A CONTRACT FOR SAID SERVICES.
.,. WHEREAS, after advertising and receiving bids on Tuesday, February 28,2006 for
the 2006 Muirfield Turf Maintenance Project, Council has determined that the base
bid submitted by Top Seed Lawn Management in the base bid amount of$34,905.00
is the lowest and best bid; and
WHEREAS, this project is an approved 2006 Capital Improvements Project.
NOW, THEREFORE, BE IT RESOLVED by the Council ofthe City of Dublin, State
of Ohio, !J-- of the elected members concurring that:
Section 1. The bid submitted by Top Seed Lawn Management in the amount of
$34,905.00 for the 2006 Muirfield Turf Maintenance Project is hereby accepted.
Section 2, The City Manager is hereby authorized to enter into a contract for the project
as listed above, and as specified within the bid proposal and the City's bid documents on
file in the Division of Parks & Open Space,
Section 3, This Resolution shall take effect and be in force upon passage in accordance
with Section 4.04(a) of the Revised Charter.

RE: Resolution 18-06,2006 Muirfield Turf Maintenance Project
Summary
On Tuesday, February 28, 2006 bids were opened for the 2006 Muirfield Turf Maintenance
Project. The funds for these areas of maintenance are included in the 2006 Operating Budget in
the approximate amount of $48,000.
Four (4) bids were received.
Base Bid
1) Grass Groomers $50,549.79
2) Buckeye Landscape Services, Inc. $71,760.00
3) Top Seed Lawn Management $34,905.60
4) Davey Tree $67,950.00
This project consists of the mowing, fertilizing and broadleaf weed control of rights of way,
medians and green spaces within Muirfield subdivision.
Background
Last summer staff was approached by the Muirfield Association in regards to the Muirfield
Association resuming the grounds maintenance in the right of way areas within Muirfield. They
inquired about the existing contract price for this maintenance. The approximate cost was
$40,000 for turf maintenance and $10,000 for tree and landscape maintenance.
They subsequently provided a proposal in the amount of $50,000 for the right of way
maintenance for 2006. Both Muirfield Association and staff were confident this price would be
at or lower then the price we would receive when we bid the balance of the right of way
maintenance throughout other areas of the City.
On December 13, 2005 we opened bids for the 2006 Turf Maintenance Project (without
Muirfield included) and found that bids came in lower then the 2005 Turf Maintenance Project.
This contract was subsequently awarded to Top Seed Lawn Management. When we applied the
unit costs to the land mass within Muirfield it equated to approximately $27,000 for the turf
maintenance. Staff informed Muirfield of this cost and told them the only way Staff could
recommend to Council for Muirfield to assume the grounds maintenance responsibilities was
for them to meet or to beat the price of $37,000. This included the $27,000 for turf maintenance
and $10,000 for tree and landscape maintenance. Muirfield decided not to do so.
We then contacted Top Seed about doing a Change Order that would incorporate the areas
within Muirifield. Top Seed informed us that by taking on that substantial of a change, it would
require them to invest in additional capital equipment which in turn would drive up the unit
costs. The contract language didn't provide a provision to force Top Seed to honor that
substantial of a change to the contract at the bid unit cost so after consultation with legal staff
we decided to go out to bid for the Muirfie1d area.
Recommendation
Staff is recommending adoption of Resolution 18-06, accepting Top Seed Lawn Management
base bid of $34,905.00. Top Seed Lawn Management is confident in their bid and has stated
their commitment to adhering to the scope of the contract.
Staffhas completed references for Top Seed Lawn Management and has found their references
to be satisfactory.
