W AN EMERGENCY.
WHEREAS, Residents of that portion of the Village of

Dublin, Ohio, known as Waterford Village, have petitioned the
~
Village Council not to permit the opening of a road or highway
in that portion of the plat of Phase 3 of Waterford Village
described as Reserve "A" and attached hereto and incorporated
herein by reference as if fully described herein, and
WHEREAS, the enactment of such an Ordinance prohibiting
the opening of a road or highway in that portion of Phase 3 of
the plat of Waterford Village would be in the interests of
preserving the public health, safety and welfare of the
('. inhabitants of the Village of Dublin, Ohio.

...." NOW, THEREFORE, BE IT ORDAINED by the Council of the
Village of Dublin, Ohio, ~ members concurring:
Section 1. That hereafter no permit shall be issued under
which any opening for a proposed road or highway shall be
authorized or permitted for that portion of Phase 3 of the plat
of Waterford Village, designated Reserve "A" as recorded in
the records of the County Recorder, Franklin County, Ohio, and
as attached hereto and incorporated herein by reference as if
fully repeated; provided, however, that in the event of an
emergency which could not be foreseen at the time of the
enactment of this Ordinance, and upon the concurrence of the
(\ Village Council herein, such a permit may be issued under such

r conditions as may be specified therein by said Village Council.
Section 2. The Clerk of Council is hereby directed, in
addition to the usual publication of Ordinances, to mail a copy
of this Ordinance to the owner of Reserve "All, Phase 3,

Waterford Village, and to the owner of each lot or parcel
abutting on said Reserve "A", and to each utility company
which presently has facilities occupying said Reserve "A", and
to cause a copy of this Ordinance to be published once in a
n newspaper of general circulation in the Village.
