Dear Mr. Sheldon: Attached is our request for the zoning of a tract of approximately 38 + or - acres from R-l to PUD. This application for zoning change should be considered both a concept and preliminary plan. The following information is attached: Exhibit I shows the proposed location and size of the area, which is proposed to be residential and open space areas. It shows dimensions of the parcel, the existing vegetation, tree masses, topography, various slope classifications and drainage. None of the land is subject to flooding. Exhibit II shows the present Muirfield Master Plan, PUD area and indicates how these 38 acres would be integrated into the overall existing plan of Muirfield Village. Dwelling unit totals for the parcel are shown. , Exhibit II also indicates traffic circulation patterns. We do not anticipate any new impact in the area. However, I we indicate the proposed streets relationship of the existing streets and traffic circulation of area. Exhibit III is the legal descriptions of the 38 acres. Muirfield plans to file a final development plan of this acreage within six months. Our request is for low density, and all of the acres will be for residential and open spaces; however, it is impossible to show the exact acreages of each until the final development plan is completed. I believe this information fulfills all necessary requirements for both a concept and preliminary PUD approval. Also attached is a check for $750 to cover the fee for both the concept and preliminary plan fees schedule per the PUD requirements. The regular meeting og the Planning and Zoning Co~mission was held on Au~ust 8, 1978, at 7:30 P.M. in the Municipal Building at 6665 Coffman Road, Dubl in, Opio. Those in attendence were: Chairman, O. J. Moffitt, Mayor, Charles Coffman, Sol i c it or , Steve Smith, Don Caudy, Engineer, Rill Myers, Planner, Larry Helman, Gera I d Mack I in, and Wi II iam Callahan. r"\ The minutes were read with one addition of which was, that Bann i ng f1 Pickett appeared before the Commission to review the uses as described \ , in the Zoning Code for P.U.D., Planned Unit Development. Mr. He I man I '-' reviewed the materials which he had previously submitted regarding the same. Mr. He I man had suggested an amendment to the Zoning Code and said amendment was determined to be acceptalbe to the Commission. The V i I I age I I Sol icitor had reviewed the P.ll.D. process as it effects the Ranning & I I Pickett property in conjuction with the above-mentioned amendment and I prepared legislation for Council action. The m'i nlltes were approved and there weren't any more objections or corrections of the minutes. Mr. Smith representing the Preliminary Development Plan-Dublin Residential (Post and Avery), was approved and it was moved by Wi Iliam Callahan, seconded by, Mr. Mack I in. Motion carried. Mr. Coffman postponed the Preposed rezoning of Coffman-Mi Iler tract 24 acre-Frantz Road until the next meeting. Moved by Bi II Ca II ahan, seconded by Mr. Mack I in. Motion carried. Mr. Caudy had asked a few questions about the Proposed rezoning of 40 acres tract to P.lI.D., on S.R. 745. Mr. Mack I in stepped down from this discussion. Moved by Charles Coffman, as long as they send 40 tract to ~ Counc i I and Concept and Preliminary and advertize it for rezoning, U seconded by Don Caudy. Motion carried. There was little discussion on the Final Development P/an- Muirfield Off i ce Au i I din g . It was moved by Don 'Caudy, seconded by Mr. Mack I in. Mot i on carr'red. Jerry Ga lib i rth, representing an informal discussion of Waterford Phase 8, had come in for planning guidance. This was his first time in front of a Planning and Zoning Commission, and didn't really know what he actually needed. Mr. Moffitt than told him that he should get a final plan of the streets and more details as for the bui Idings. There being no further business, the Planning and Zoning Commission adjourned at 10:30 P.M.
