A RESOLUTION APPOINTING THE CHIEF OF POLICE TO
SERVE AS THE REPRESENTATIVE FOR THE CITY OF
DUBLIN ON THE CENTRAL OHIO INTEROPERABLE
RADIO SYSTEM GOVERNING BOARD

WHEREAS, the City of Dublin Ohio, Delaware County, Ohio and the City of
Worthington, Ohio formed a Regional Council of Governments as allowed
under Ohio Revised Code §167.01 to own and operate a regional public safety
radio system; and
WHEREAS, the Regional Council of Governments, known as the Central Ohio
Interoperable Radio System (COIRS), is managed by a governing board made
up of one representative from each participating jurisdiction; and
WHEREAS, the members of the Central Ohio Interoperable Radio System
Governing Board are required to be appointed by the legislative authority of
the participating jurisdiction.
NO)U,_THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
, of its elected members concurring, that:
Section 1. The City Council of the City of Dublin, Ohio hereby appoints the
Chief of Police to serve as the representative for the City of Dublin on the
Central Ohio Interoperable Radio System Governing Board.
Section 2 . This Resolution. shall be effective upon passage in accordance
with Section 4.04(a) of the Revised Charter.

Summary
Attached for your consideration is Resolution 52 -10, appointing the position of Chief of Police to
serve as the City of Dublin's representative to the Central Ohio Interoperable Radio System
(C.O.I.R.S.) governing board.
In 2009, Resolution 51 -09 was approved by Council, permitting the City Manager to enter into an
agreement with the City of Worthington, Ohio and Delaware County, Ohio for the purpose of
establishing a regional council of governments to provide oversight and management of a shared
public safety radio system. The resolution also appointed the position of Deputy City
Manager /Chief of Police to serve as the representative to the COG goveming board. The COG was
officially formed in December 2009 and is now named the Central Ohio Interoperable Radio
System (C.O.I.R.S.)
With the resignation of Mike Epperson, the position of Deputy City Manager /Chief of Police is
unfilled. This resolution officially assigns the position of Chief of Police as the City of Dublin's
representative to the C.O.I.R.S. governing board, dropping the title of "Deputy City Manager /Chief
of Police" as required in the previous resolution.
Recommendation
Staff recommends Council approve Resolution 52 -10 at the November 1 Council meeting.
