I BE IT ORDAINED by the Council of the Vi Ilage of Dubl in, State of I Ohio, two-thirds of all members elected thereto concurring: SECTION I . That the questions "Shall a Commission be chosen to I frame a Charter" be submitted to a vote of the qualified electors I of said Village, at a Special Election to be held on the 7th day I of November, 1978, at the regular place or places of voting in sa i d V i I I age, as established by the Boards of Election of Franklir and Delaware County, Oh i 0, between the hours of 6:30 A.M. and 7:30 P.M.; that said question shall be submitted in the form I f 0 I I ow i n g , to-wit: I I I "S ha II a Commission be chosen to frame a Charter?" I I , I SECTION 2. I for not more than Fifteen", and the like, and such certification of the election officers upon the back of the ballot as is pres- , cribed by law. l In case of a majority of electors voting upon the question "Shall I a Commission be chosen to frame a Charter?" shall have voted .n the affirmative, t hen and in that event, and not otherwise, the --1 fifteen electors who shall have received the largest number of votes for members of such Commission, shall be and constitute "A Commission to frame a Charter". SECTION 3. A II nominations for members of such Commission shall I be made by nomination petitions signed, certified and filed on Form No:3-0 or 3-P prescribed by the Secretary of State and must conta i n not less than 25 or more than 125 signatures of qualified electors of the Village of Dublin. Such petitions may contain single names or may be petitions for a slate of candidates. All I nominating petitions must be filed with the Franklin County Board I I I'l of Elections no later than September 8, 1978. I I -- SECTION 4, Each nominating petition containing signatures of electors of more than one County shall consist of seperate peti- t i on papers, each of which shall contain signatures of electors of only one County; provided that petitions containing signatures of electors of more than one County shall not thereby be declared inval ide In case petitions containing signatures of electors of more than one County are filed, the Board of Elections shall determine the County from which the majority of the signatures came, and only signatures from this County shall be counted. . Tha names sha II be rotated on ballots used for absen- I tee voting, and on voting machines, in the same manner as pres- cribed for that office by the Ohio Revised Code. I SECTION 6. The ballots shall be so printed so as to give each elector a clear opportunity to designate by such marks as are authorized under the revised code of the State of Ohio, his . choice of particular candidates. Additional blank spaces shall be left in which the voter may insert the name of any person, or persons not printed on the ballot, for whom he desires to vote.
