The Mayor and Clerk-Treasurer are, hereby, authorized and directed to sign, on behalf of the Village of Dublin, Ohio, and deliver a certain contract between the Village of Dublin, Ohio and Paul Askins, Realtor-Appraiser, a copy of which is attached hereto and made a part hereof. SECTION 2. This Ordinance is, hereby, declared to be an emergency measure necessary for the protection of the health, safety and welfare of the residents of the Village of Dublin, Ohio for the reason that appraisals of the easements the Village is required to obtain must be made so that the construction of the proposed Hest Scioto Interceptor Sanitary Sewer can proceed on schedule, and, therefore, this Ordinance will take effect and be in force from and after the earliest period allowed by law. R EC I T A LS I \ l-) Vi I lage of Dublin is proceeding with construction of a sewer system commonly referred to as West Scioto Interceptor Sanitary Sewer.' A portion of the payment for sudh sewer system wi I I come from United States Government Funds under the juris- diction of the Environmental Protection Agency (E.P.A.). The 'obtaining of easements across private lands is necessary for completion of the project. Appraisal of the fair market value of the easement rights across such private lands is a prereq- 1 uisite to the obtaining of such easements. Vi I lage of Dublin and Appraiser have agreed that Appraiser wi I I make appraisements, in accordance with this contract, of fair market value of the various easements required to be ob- tained.'
