BE IT ORDAINED by the Council of the Village of Dublin, State of
Ohio, ~ of the members elected thereto concurring:
SECTION I. The petition of Joan E. Snouffer, et ai, for the
annexation to the Vii lage of Dublin, of the following described
territory in the Counties of Franklin and Delaware and adjacent
to the Village of Dublin, to-wit:
(See Attachment "A" legal description which is hereby made an
official part of this Ordinance)
The accurate map of which territory together with its petition
for its annexation and other papers relating thereto, and a cer-
tified transcript of the proceedings of the County Commissioners
in relation thereto on file with the Clerk of Council of said
Vii lage, be and the same hereby is accepted.
SECTION 2. That this Ordinance shall take effect and be in force

proceeding this day to hear and consider the petition of Joan
E. Snouffer, et al., filed April 12, 1977, and having in open
hearing heard all of the persons desiring to be heard for
or against the granting of said petition, and having considered
all the facts with reference thereto, and being fully advised,
FIND, that said petition contains all of the matters
required by law; that the territory sought to be annexed is
adjacent and contiguous to the said Village of Dublin, Ohio;
that the petition contains a full and complete description
of said territory sought to be annexed; that the map for said I
territory is accurate; that the petition for said territory
is signed by a majority of the owners of real estate within !

In reply to the normal information required concerning avail-
abil ity of services to an area proposed for annexation to the
Vi Ilage of Dubl in, to come before the Commissioners on June
15, 1977 at I 0 : 00 A. >'1. , we offer the fol lowing comments:
SANITARY SEWER SERVICE
I The Vi I lage of Dublin is just completing its fir st Phase
of a Sanitary Sewer System and on ~lay I , 1977 we fi led an
appl ication with Federal E.P.A. for a construction Grant for
a major Sanitary Sewer Trunk which wi I I eventually serve the
entire area which is the subject of this proposed annexation,
and in fact is proposed to run along the Scioto River to the
rear of most of the property included in this proposed annex-
ation.
\-J ATE R S E R V ICE
'.Vater Serv i ce is currently being completed in the River Forest
Subdivision immediately to the west (S. R. 745) of a por-
t i on of this proposed annexation and therefore this area wi I I
eventually be serviced by the Vii lage of Dublin Water System.
The same main line serving River Forest also serves Muirfield
Village, a part of the Vi I lage.
~"1AINTENANCE AND I ;!PROVE ME NTS
Although there are not roads involved in this proposed annex-
at i on , the Vi I lage constantly upgrades its equipment to meet
the needs of a growing community and it IS our intention to
maintain equipment, etc. at a level to provide adequate ser-
I Vices, not only for the Vi Ilage of today, but for the area of
the Vii lage of the near future, also.
PO LI CE PROTECTION
The Vii lage has 24 hour Police protection with a full time
force of seven officers and approximately twelve (12) Reserve
officers. Communications are handled thru a contract with

Under the provisions of Section 709.03 of the Ohio Revised
Code, you, as agent are responsible for the following:
(1) Notification of the date of filling of your petition
with the Board of County Commissioners to be delivered
to the Clerk of the municipality to which annexation
is proposed and the clerk of each township which
is included in the annexation. (A map, description
and a copy of the petition should be presented to
each clerk).
(2) Publication of the substance of the petition once
a week for four consecutive weeks in a newspaper
of general circulation in the County. (The enclosed
resolution will satisfy the statutory requirements
and should be used for the published notice).
(3) Service upon the municipal and township clerk of

(4) Preparation of an affidavit stating the name of

Mr. Dorrian, offered the following resolution and moved
adoption of the same, which was duly seconded by Mr. Southwic :
BE IT RESOLVED, by the Board of County Commissioners of
ranklin County, Ohio, that the petition for annexation of
ertain adjacent territory to the Village of Dublin, Ohio, signed
y ooan E. Snouffer, et al., and appointing Robert Albright,
s agent for said territory being described as follows:
Situated in the State of Ohio, County of Franklin and Delaware
Township of Washington and Concord, being a part of the
Virginia Military Surveys Number 2544 and 2545; the following
Description will contain the amount as follows; 278.845 Acres
more or lesswill be in Land, there will be 29.58 Acres more
or less in Roads, there will be 21.14 Acres in the Scioto Rive ,
making a total of 329.565 Acres more or less in Franklin
County, Washington Township; There will be 63.26 Acres more
or less in Land, there will be 1.25 Acre more or less in Roads
and there will be 4.82 Acre more or less in the Scioto River;
I. making a total of 69.33 Acre more or less in Delaware County,

in Washington Township, Franklin County and Concord Township, Delaware-County,

Re: proposed Annexation of
Land in Concord Twp.,
Delaware county, Ohio
U Gentlemen:
pursuant to the continuance of the proposed
annexation granted at the initial hearing on the subject
area, Delaware county has made efforts to resolve the
problem of sewer service in the general area with Dublin
and EPA officials. Although no solution has been effected
at this date, it is not the desire of Delaware county to
further delay the impending matter before you.
We do however, request that you enter into the
record of this hearing the request of oelaware County, that
if the prayer of petition is granted and the annexation is
effected, that the Village of Dublin will fully respect all
of the rights of the Delaware county Sewer District as
provided in Chapter 6117 of the Ohio Revised Code, and
further, oelaware County asks that you make this a matter
of record in any resolution you may adopt granting the
prayer of petition for annexation.
We would further point out that the proposed
-.., annexation does create an island of service, in that, there
'1 will remain in concord Township an area bounded on the

.... east by the Village of Dublin, on the south by the Franklin
County boundry line and on the west and north by Village
of Dublin lands.

The Commissioners do wish to point this out for the record,
inasmuch as, further service to this area could require
construction sewers through Dublin to serve this island.
