ORDINANCE NO. ~ 77
AN ORDINANCE LEVYING SPECIAL ASSESSMENTS FOR
THE IMPROVEMENT OF CERTAIN STREETS BY CON-
STRUCTING A WATER LINE IN S.R. 161 FROM
SAWMILL ROAD TO POST ROAD, IN POST ROAD FROM
U S.R. 161 TO COFFMAN ROAD, IN COFFMAN ROAD
NORTH TO THE HIGH SCHOOL, AND IN MONTEREY
DRIVE FROM S.R. 161 SOUTH TO THE DEAD END,
AND APPURTENANCES IN THE VILLAGE OF DUBLIN, OHIO.
Be it Ordained by the council of the village of Dublin,
State of Ohio:
SECTION 1. That the revised assessment of the cost and
expense of improving certain streets by constructing a water-
line in S.R. 161 from Sawmill Road to Post Road, in Post
Road from S.R. 161 to Coffman Road, in Coffman Road North to
to the High School, and in Monterey Drive from S.R. 161
South to the dead end, and appurtenances amounting in the
aigregate to $704,911.75, as reported to this council on the
1 th day of July, 1977 by the Clerk of this village and now
on file in the office of the clerk of this council, be and
the same is hereby adopted and confirmed and that there be
and are hereby levied and assessed upon the lots and lands
bounding and abutting upon said improvement the several amounts
reported as aforesaid, which assessments are in proportion to
the special benefits and are not in excess of any statutory
limitation.
e SECTION 2. That this council hereby finds and determines
that the revised assessments as now on file in the office of
said clerk are in the same proportion to the estimated assess-
ments as originally filed as the actual cost of the above
described improvement is to the estimated cost of the improve-
ment as originally filed.
SECTION 3. That the assessment against each lot or parcel
of land shall be payable in cash within thirty (30) days after
the passage of this ordinance or at the option of the owner
in 20 annual installments with interest at the same rate as
shall be borne by the bonds to be issued in anticipation of
the collection of the same. All cash payments shall be made
to the treasurer of this village. All assessments and in-
stallments thereof remaining unpaid at the expiration of said
thirty (30 ) days shall be certified by the clerk of this
council to the county auditor as provided by law to be placed
by him on the tax duplicate and collected as other taxes are
collected.
SECTION 4. That the clerk of this council shall cause a
notice of the passage of this ordinance to be published once
in a newspaper of general circulation in this village and to
continue on file in his office said revised assessments.
tJ SECTION 5. The clerk of this council is hereby directed
to deliver a certified copy of this ordinance to the county
auditor within twenty (20 ) days after its passage.
SECTION 6. This ordinance is hereby declared to be an
emeriency measure necessary for the immediate preservation
of the public peace, health and safety, and for the further
reason that the prompt issuance of the bonds is necessary to
preserve the credit of the village by retiring the outstanding
note issued in anticipation thereof and therefore the levy

of assessments provided for herein and the commencement of
the cash payment period should be effective at once; where-
fore, this ordinance shall be in full force and effect imme-
diately after its passage.

FINAL COST CERTIFICATE
To the Council of the Village of Dublin, Ohio:
I hereby certify that based upon actual construction
costs for constructing a waterline in S.R. 161 from Sawmill
Road to Post Road, in Post Road from S.R. 161 to Coffman Road,

) in Coffman Road North to the High School, and in Monterey Drive
...~ from S.R. 161 South to the dead end, and appurtenances in
accordance with your Resolution No. 24-75 adopted May 2, 1975,
the aggregate final cost of said improvement including the
costs specified in RC ~727.08 and all other necessary ex-
penditures will be in the maximum amount of $704,911. 75.
The portion of such cost representing not less than one-
fiftie~h thereof together with the cost of intersections, and
the cost of oversizing above eight (8) inches in diameter,
allocated to the Village and to be paid from Village funds,
and the remainder to be assessed in accordance with said
resolution will be as shown on the Assessment Rolls; a copy
C of which is attached hereto.
The estimated assessments filed pursuant to said resolution
as equalized have been revised in the same proportion as the
aggregate final cost above has decreased from the estimated
cost of the improvement as filed prior to the adoption of said
resolution and accordingly the revised assessments for this
improvement are in the aggregate amount of $194,807.25. The
revised assessments were filed in the office of the clerk of
council on July It, 1977.
