High Street Dublin, Ohio 43017 Dear Mr. Termeer: This is in reply to your letter of January 7th wherein you stated that by ordinance of council a police officer was employed by the Village with 5 council members present and 3 voted in favor of the ordinance to employ such police officer and 2 voted against such ordinance. You also informed me that your Village Solicitor stated that this was a valid ordinance and cited a Supreme Court ruling and you asked our opinion in this matter. You stated that you did not believe that 3 votes could pass an ordinance, however, please be advised that this office is not authorized to render legal opinions and it is your duty to follow the legal guidance of your (' appointed Village Solicitor. I I As a point of information, the last sentence of Section 731.17 R.C.
