This ordinance is hereby declared 10 be en emergency measure by reason of tha need for expa-
diting highwoy improvements to promote highway s'afety, and provided it receives' the affirmative vote
. of two-thirds of tho mcmbers elected to Council, it shall toke effect and be in force immediately upon
its passage and approval by the Mayor; othcrwi so, it shell toke effect and be in force from and aft~r
the earliest period allowed by law.
