ORDINANCE FIXING THE MAXlliUM RATES TO BE CHARGED AND
THE TERMS AND CONDITIONS UPON WHICH OHIO EDISON COMPANY,
ITS SUCCESSORS AND ASSIGNS SHALL FURNISH ELECTRIC SERVICE
TO RESIDENTIAL AND SECONDARY LIGHT AND POWER CUSTOMERS
WITHIN THE VILLAGE OF DUBLIN, OHIO.

Sec tion 1. Subject to the terms and conditions of this Ordinance there
is hereby granted to Ohio Edison Company, its successors and assigns, the right
to furnish electric service to residential customers and secondary light and power
customers in the Village of Dublin, Oh io , and to charge therefor at rates not to

exceed the rates set forth in the following schedules.
SCHEDULE NO. 1
RESIDENTIAL SERVICE
Availability:
Available for residential service to installations served through
one meter for each family unit in a residence or apartment,
r~ including service to single phase motors with locked rotor current
\.J not to exceed 130 amperes served at nominal 208 or 240 volts.

When service is used through the same meter for both residential
and commercial purposes the applicable secondary light and power
rate schedule shall apply.
This rate schedule is not available for service to a commercial,
institutional or industrial establishment.
Service:
Alternating current, 60 cycles, single phase, nominal voltage
120/240 or 120/208 as available.

Rate:
The net monthly charge per customer shall be:
Energy Charge:
G $2.10 for the first 25 KWH or less per month
5.6lt per KWH for the next 50 KWH per month
3.69t per KWH for the next 55 KWH per month
2.7lt per KWH for the next 320 KWH per month
2.34t per KWH for the next 350 KWH per month
1.8lt per KWH for allover 800 KWH per month
Except that when a load meter is installed, the charge
for all KWH in excess of 100 KWH per KW of billing
load shall be:
1.40t per KWH for the next 50 KWH per KW of billing load
1.05t per KWH for allover 150 KWH per KW of billing load
Minimum Charge:
G $2.10 per month.
Billing Load:
The billing load shall be the highest reading in KW each month
of a thermal type meter or, at the option of the Company, from
a 30-minute integrating type meter, but not less than 5.0 KW.
A load meter shall be installed when the customer's monthly
use has exceeded 500 KWH in each of three consecutive months,
unless the customer elects in writing not to have such load
meter installed.
A load meter shall be removed at any time upon written request
by the customer, or may be removed at the Company's option when
0 the customer's monthly use has been less than 500 KWH in each
of the preceding 12 months.

Fuel Adjustment:
The energy charge shall be adjusted by a decrease or an increase
of O.OOlOt per kilowatt-hour for each one-tenth of a cent (O.lt)
C variation below or above 26.2t per million BTU in the weighted
average cost of fossil fuel burned in the Company's generating
stations during the most recent month for which such cost has
been determined.
Tax Adjustment:
Bills shall be adjusted to offset the imposition of or removal
of any new or increased tax levied by any taxing authority upon
the Company's generation, distribution or sale of. electric
energy after January 1, 1971.
Terms of Payment:
The net amount billed is due and payable within a period of ten
Q days. If the net amount is not paid on or before the date shown
on the bill for payment of net amount, the gross amount which is
5% more than the net amount is due and payable.
Multifamily Dwellings:
Where two or more families, with separate cooking facilities,
occupy a residential dwelling, the wiring shall be arranged so
that the service to each family can be metered and billed
separately. If the wiring is not so arranged and two or more
families are served through one meter, the energy blocks and
minimum charge as determined on a single family basis shall be
multiplied by the number of families served.
Seasonal or Temporary Discontinuance of Service:
0 Where service has been discontinued at customer's request because
of seasonal occupancy of the premises or where service has been
discontinued at customer's request because the customer's
occupancy is to be temporarily discontinued, the minimum charge
as above provided shall not be applicable during such discontinuance
of service, but in lieu thereof a charge of $10.00 will be made when
service is re-established.

Contract:
A written application is required.
Rules and Regulations:
C The Company's Standard Rules and Regulations shall apply to the
installation and use of electric service.
Motors and equipment served under this rate schedule must have
electrical characteristics so as not to interfere with service
supplied to other customers of the Company.
The Company designs and operates its electrical system to provide
service voltages within the limits specified in American National
Standard Voltage Ratings for Electric Power Systems and Equipment
(60 Hz) C 84..1-1970 in its entirety including Paragraph 2.4.3.
SCHEDULE NO. 2
SECONDARY LIGHT AND POWER SERVICE
G SMALL
Availability:
Available for secondary light and power service except that when
the load exceeds 100 KW the Company reserves the right to furnish
service at primary or transmission voltages in accordance with the
appropriate applicable rate schedule.
Single phase motors with locked rotor current not exceeding 130 amperes
served at nominal 208 or 240 volts may be included with single phase
lighting service furnished through one meter.
Single and three phase service will be metered and billed separately or,
where feasible, single and three phase service will be furnished through
C a single meter installation and billed as one account provided the customer
arranges his wiring to facilitate the installation of a single meter.
This rate schedule is not available for auxiliary or stand-by service.

Service:

120/208 or 265 single phase, or 120/208 or 240 or 265/460 three
n phase, as may be available from suitable facilities of adequate
~ capacity adjacent to the premises to be served.
Other secondary voltages may be obtained from available primary
distribution facilities provided the customer owns, operates and
maintains all necessary transforming, controlling, regulating and
protective equipment, in which case service will be metered at the
Company's supply voltage.
Rate:
The net monthly charge per customer shall be:
Energy Charge:
$2.10 for the first 25 KWH or less
5.64i per KWH for the next 255 KWH plus 6 KWH per KW of billing
G load in excess of 20 KW
4.l0i per KWH for the next 1,765 KWH plus 60 KWH per KW of billing
load in excess of 20 KW
2.85i per KWH for the additional KWH.
Minimum Charge:
$2.10 plus $1.00 per KW of billing load in excess of 5 KW, but
not less than $2.10 for single phase service or $5.00 for three
phase service.
Billing Load in KW:
The measured load shall be determined monthly from the highest
registration of a thermal type meter or, at the option of the
0 Company, from a 30-minute integrating type meter.
The billing load for the month shall be (1) the measured load for
the month, corrected for power factor and adjusted where service
is metered primary, or (2) 60% of the highest billing load during
the current service period, or (3) 5 KW, whichever is the greatest.

Power Factor Correction:
The Company may, at its option, test or meter the power factor of
the customer's load and for a lagging power factor of less than
G eighty-five hundreths (0. 85 ) the measured load shall be adjusted
by multiplying the measured load by the ratio that 0.85 bears to
the power factor of the load. No correction will be made where
the power factor is found to be greater than 0~85 or for leading
power f ac tor.
Fuel Adjustment:
The energy charge shall be adjusted by a decrease or an increase
of O.OOlOt per kilowatt-hour for each one - tenth of a cent (0.1i)
variation below' or above 26. Uper million BTll in the weighted
average cost of fossil fuel burned in the Company's generating
stations during the most recent month for which such cost has
been determined.
G Tax Adjustment:
Bills shall be adjusted to offset the imposition of or removal of
any new or increased tax levied by any taxing authority upon the
Company's generation, distribution or sale of electric energy
after January 1, 1971.
Adjustment for Primary Metering:
Where a transformer installation (regardless of ownership) is
utilized solely to furnish service to a single customer, the Company
may meter the service on the primary side of the transformers, and
in such case the load and energy registrations shall each be reduced 2'1.,.
Terms of Payment:
0 The net amount billed is due and payable within a period of ten
days. If the net amount is not paid on or before the date shown

Seasonal or Temporary Discontinuance of Service:
Where service has been discontinued at customer's request because of

is the greater:
$2.10 for the first 25 KWH or less

load in excess of 20 KW
2.85t per KWH for the excess up to and including 150 KWH per KW
of billing load.
For the next 150 KWH per KW of billing load or 750 KWH, whichever
is the greater:
2.35t per KWH
For allover 300 KWH per KW of billing load or 1,500 KWH, whichever
is the greater:
1.05t per KWH
C Minimum Charge:
$2.10 plus $1.00 per KW of billing load in excess of 5 KW, but not
less than $2.10 for single phase service or $5.00 for three phase
service.

Billing Load in KW:
The measured load shall be determined monthly from the highest registra-

Auxiliary or Stand-by Service:
When auxiliary or stand-by service is furnished, a contract load shall
be established by mutual agreement and shall be specified in the service
contract. No reduction in contract load shall be permitted during the
term of the contract. In re-contracting for auxiliary or stand-by
service, the new contract load shall not. be less than 60% of the
highest billing load'during the last. eleven months of the previous
contract term.
Contract:
G Minimum term shall be for one year on the Company's contract form.
When the service is re-established for the benefit of the'same customer
at the same location within a period of less than twelve months from
the date when service was discontinued, all of the conditions in the
previous contract period applicable to billing shall apply and ilie
billing load shall not be less than 60% of the highest billing load
during the last eleven months of the previous contract period.
Rules and Regulations:
The Company Standard Rules and Regulations shall apply to the
installation and use of electric service.
The Company designs and operates its electrical system to provide
a service voltages within the limits specified in American National
Standard Voltage Ratings for Electric Power Systems and Equipment

SCHEDULE NO. 4
SE CONDARY LIGHT AND POWER SERVICE.
LARGE
G Availability:
Available for secondary light and power service. The billing load as
hereinafter defined shall not be less than 50 KVA.
Single and three phase service will be metered and billed separately
or, where feasible, single and three phase service will be furnished
through a single meter installation and billed as one account pro-
vided the customer arranges his wiring to facilitate the installation
of a single meter.
Where a transformer installation is utilized solely to furnish service
to a single customer, the Company may meter the service on the primary
side of the transformers, and in such case the load and energy regis-
i) trations shall each be reduced 2%.
Service:
Alternating current, 60 cycles, at nominal voltages of 120/240 or
120/208 single phase, or 120/208 or 240 three phase, as available
from suitable facilities of adequate capacity adjacent to the premises
to be served; provided, that with respect to particular installations
nominal voltage of 265/460 may, in the Company's 'sole discretion, be
made available under this rate schedule.
Other voltages may be obtained from available distribution facilities
provided the customer owns, operates and maintains all necessary
transforming, controlling, regulating and protective equipment, in
G which case service may be metered at the Company's supply voltage.

Terms of Payment:
The net amount billed is due and payable within a period of ten days.
If the net amount is not paid on or before the date shown on the bill
for payment of net amount, the gross amount which is 3% more than the
net amount is due and payable.
Auxiliary or Stand-by Service:
When auxiliary or stand-by service is furnished, a contract load shall

Contract:
Electric service hereunder will be furnished in accordance with a written
contract which by its terms shall be in full force and effect for a
a minimum period of one year and shall continue in force thereafter from
year to year unless either party shall give to the other not less than
60 days notice in writing prior to the expiration date of any said
yearly periods that the contract shall be terminated at the expiration
date of said yearly period. When a contract is terminated in the manner
provided herein, the service will be discontinued.
When the service is re-established for the benefit of the same customer
at the same location within a period of less than twelve months from the
date when service was discontinued, all of the conditions during the
previous contract period applicable to billing shall apply, and the
billing load shall not be less than 60% of the highest billing load
during the last eleven months of the previous contract period.
U Rules and Regulations:
The Company's Standard Rules and Regulations shall apply to the installa-
tion and use of electric service.
The Company designs and operates its electrical system to provide service
voltages within the limits specified in American National Standard Voltage
Ratings for Electric Power Systems and Equipment (60 Hz) C 84.1-1970 in
its entirety including Paragraph 2.4.3.
Section 2. The rate schedules provided for in Section 1 hereof shall
become effective with and be applied to bills rendered on and after the effective
date of this Ordinance. They shall continue in effect until the effective date
a of the rate schedules for residential and secondary light and power service
approved by The Public Utilities Commission of Ohio in pending Case No. 73-847-Y,
at which time the rate schedules so approved by The Public Utilities Commission
shall supersede the rate schedules provided for in Section 1, and shall continue
in effect until changed in a manner provided by law.

Section 3. As of the effective date of this Ordinance the rates as
contained herein shall be the only available electric rates for residential service
and secondary light and power service and shall supersede any rate theretofore
G applicable to such services. After the effective date of this Ordinance the
Company may publish additional or optional schedules for various classes of
service, and any cus tomer may, at his option, elect to purchase service in
accordance with such additional or optional rate schedules by complying with all
the terms and conditions of such schedules.
Section 4. Any and all other ordinances or sections thereof in
conflict herewith, are hereby repealed.
Section 5. This Ordinance shall take effect and be in force from
and after the earliest period allowed by law and when accepted in writing by Ohio
Edison Company, which acceptance shall be filed with the Clerk of Council.
