Members present were: Mr. Karrer, Mr. Mack I in and Mr. Moffitt. Also present were: Solicitor Mr. Gunner, Planner Mr. Helman and Engineer Mr. Wolfe. The minutes of the April 3, 1979 meeting were read and approved. Proposed rezoning of 11.4~~res at~awmill and Martin Road. X This area was originally proposed to be rezoned C.C. "Community Commercial" and R-12 "Residential". The applicant requested that the application be amended to request P.U.D. "Planned Unit Develop- ment" Zoning. After it was determined that said request would be consistent with the Quad Study, Mr. Macklin moved, seconded by Mr. Karrer to recommend approval of said zoning request to Council. All members present voted in favor of the motion and recommendation. Discussion on Ordinance requiring al I Underground Ut i I it ies. Mr. Helman submitted a memo concerning said subject and after it was read and discussed, it was recommended that Mr. Gunner prepare an Ordinance, based primarilly on Mr. Helmans suggestions and pre- ( ..nt it to t~. P&t Commission for review and discussion prior to any recommendat i on to Counc i I . (Copy of Mr.' He I mans memo attached) Application for 9.U.D. rezoning for "Hemingway West: The applicant file~ a rezoning request and the Concept and Prelim- inary Plan for said "Hemingway West". Mr. Helman expressed his concerns regarding the N.W. Quad Study, road continuity and Open Space. Mr. Wolfe discussed road widths, future Sanitary Sewer and Waterline easements and any necessary over-sizing for land to the west. Mr. Kelly (the applicant) stated that easements would be provided. Mr. Moffitt requested that the Final Development Plan should show engineering plans for.Sewer and Water west to Avery Road. Mr. Rogers of 5930 Post Road expressed his objection to any proposed Sewer lines through his property. Mr. Mack I in moved, seconded by Mr. Karrer to recommend approval of said zoning request to C ou n c i I . All members present voted in favor of the motion and recommendation. ,...,. ,. After reviewing the plans, Mr. Helman recommended that no curb and gutter be installed on the extension of Memorial Drive but should be installed on all other Streets. He also commented on walkways and the intersection of Memorial Drive and S.R. 745. Mr. Moffitt requested curb returns at Memorial Drive and S.R. 745. Mr. Karrer moved, seconded by Mr. Macklin that this Final Development Plan be approved. A II members present voted in favor C of t he approval. Discussion on Sidewalks and the use of "Un i-Stone". Mr. Helman stated his recommendations on the use of the "Un i-Stone" product for sidewalks. Mr. Wolfe suggested that the product should not be used in new subdivisions, but could be used as replacement for deteriorated walks in the older section of the Village. Mr. Gunner was requested to write an Ordinance expanding the Architect- ural Review Boards reviews to include permitting the use of this product in the Old Dublin area. Copies of said Ordinance shall be presented to P&Z members for review prior to going to Council. Discussion on proposed draina~e for Waterford Phases 6&7. Mr. Gerald Galbreath III asked for rei ief from the M.O.R.P.C. Storm- water requirements. After much discussion, Mr. Moffitt suggested that Streets should be used for storage of stormwater. Mr. Wo I fe requested that it be recommended to Council that the M.O.R.P.C. qu i de I i n e s , as adopted by Council, be modified to allow storage of stormwater in the Streets. All members present voted in favor of making this recommendation to Council. Final Plat - "Corbin Mills Subdivision. ( After a short discussion, it was moved by Mr. Moffitt, seconded by M~. ~a~~e~, that this Final Plat be approved subject to the Village Engineers Final approva I . A II members present voted in favor of the mot i on . State Savin~s - Compliance with Corridor Development Guidelines. After a review of the data submitted by State Savings it was recom- mended by the Planner that approval be given for the facility with the following conditions: "The applicant shall within a 2 year period, submit plans for ,'t' , ;1 a full scale (non-temporary) facility. ;Ii :1; r Hr.
