The Dublin Planning and Zoning Commission met in Regular session : April 3, 1979, with the following members present: Callahan, : Caudy, Karrer, Macklin, Moffitt. Also present were Solicitor I Gunner, Engineer Wolfe, Planner Helman and Mr. Sheldon as Acting Secretary. The minutes of the Regular meeting of March 6, 1979, and the Special meeting of March 20, 1979, were read and after appropri- ate corrections were made the minutes were approved, as amended. j i ITEM I. Proposed rezonin of 12.2 acres - corner of Sawmill and Bri~ht. A number of letters and two 2 petitions were read, all _, asking the Commission and the Counci I to deny this zoning request. (_! Mr. Helman explained what is happening, or has happened, to the area east of Sawmi II in the City of Columbus, a lot of which IS 1 commercially oriented. Mr. Harrison Smith, speaking for the ap- . plicants, presented the reasons his clients thought the location i was appropriate for commercial zoning. Mr. Caudy suggested that I perhaps the Village Council should have the Planner develop a I r "Northeast Quad Study'. pr i or to any changes in zon i ng be i ng pro- I j cessed for this area. Mr. Ron Jezerinac, speaking for a group of '- Village residents, opposed the zoning for a number of reasons In- cluding the road width and condition of Bright Road and did not want to see a precedent set with commercial zoning on said Road. A number of other persons spoke basically suppo~ting the reason- ing of Mr. Jezerinac. Most of those who spoke also requested that Counci I authorize the preparation of a "Northeast Quad Study." j The question arose as to why this item did not appear on the i Agenda as printed in the Dublin Forum. (It had been listed in the Forum for the February meeting, but was tabled). Mr. Callahan moved that no decision be made until the May meeting because of the possible non-conformance of the Sunshine Law. Mr. Macklin i seconded the motion which passed. Mr. Moffitt then voted to re- 1 call the item and it, was seconded by Mr. Caudy. AI I except Mr. I Callahan voted for the recaJ I. Proposed rezonin~ of 11.4 acres on Sawmill and Martin. f Mr. Harrison Smith spoke on behalf of his clients and basically I \ spoke of eliminating any curb cuts on Martin Road. Since Mr. Sm i t h intends to ask the Commission for permission to amend the application for P.U.D. zoning at the May meeting, he requested the matter be tabled until he can present the amended application at the next meeting. It was moved, seconded and unanimously ap- proved to table the matter until the May meeting. f""'" 'I ITEM 3. Final Development Plan - Waterford Phase 6. l After the presentation was made, a question arose on the omission of sidewalks on the plans. A II members were of the opinion that sidewalks should be added on both sides of Pebble Creek and Long- branch Drives and at least on one side of "Reserve AW, and side- walks on "Reserve A" should confor~ to the requirements as spec- ified for Phase 4. It was also stated that stormwater provisions should be made conforming to M.O.R.P.C. guidelines, as adopted by Village Counci I. Mr. Callahan moved, seconded by Mr. Caudy to approve this Final Development Plan, subject to the applicant a- mending the plans for the above cited additions. Roll Ca II vote was unanimous in favor of the motion. I TE M 4. Final Development Plan - Waterford Phase 7. Prior to the presentation Mr. Moffitt questioned if Council had approved the final plat for the streets in Metro Center. It was attested that. Council had so approved in January 1979. Mr. Bassler of Banning and Pickett then made the presentation on architectural designs for the buildings, etc. Mr. Caudy moved, seconded by Mr. Macklin to approve this Final Development Plan. Ro II Ca II vote was unanimous in favor of the motion. ITEM 6. Preliminary Plat for Lots I through 12 "Corbin Mills Sub- division on Frantz Road. Mr. Helman pointed out that two rots would have to be replatted to reflect required frontage. Mr. Helman stated that we would perfer more of a mixture in the proposed landscape t materials opposed to all Evergreens along the perimeters. Variance request for .82 acre lot on Grandee Cliffs. \._- The lot in reference does not conform to the minimum lot size re- quirements for a single family home but since the lot is platted and of record, Mr. Callahan moved, seconded by Mr. Caudy to recom- mend that the Board of Zoning Appeals grant the variance. Vote on the motion was unanimous in favor. ",.... ITEM 10. Preliminary Development Plan - "Donegal CI iffs" P.U.D. ''"-' Mr. Dan Smith had a slide presentation of another development site that reflected the manner in which he planned to develop "Donegal C I i ffs." He then reviewed the entire Preliminary Plan relating to setbacks, lot sizes, main entrances, road widths, right-of-ways, sidewalks, etc. He also related to a passive oriented Park i n the southeast corner of the subject property. Access to said Park site was discussed and a curb cut would be provided where required by the V i I I age. Stormwater retention was discussed but because of the slope of the land toward the river, little or none may be required. The app I i cant wi I I however, study the needs in the areas discussed. Discussion was held on the establishment of walkways or trails along the river and the applicant proposes none bacause of the location.
