AN ORDINANCE AUTHORIZING AND DIRECTING THE VILLAGE
ADMINISTRATOR TO ADVERTISE FOR BIDS FOR TWO (2) NEW
1979 TRACTORS EQUIPPED WITH MOWERS: AND DECLARING
AN EMERGENCY.

WHEREAS: the Village of Dubl in IS in need of two (2)
~ Tractors equipped with Mowers to maintain efficient
services in said Village:
NOW, THEREFORE, BE IT ORDAINED by the Counci I of the
Village of Dubl in, State of Ohio,-'- of the elected
members concurring:
SECTION I. That the Vi I lage Administrator be, and he
hereby IS, authorized and directed to advertise for
bids for two (2) New 1979 Tractors equipped with Mow-
ers, said Tractors and Mowers having the following
specifications:
TRACTORS:
ENGINE: Gasoline, 3 Or 4 cylinder, not less than 135
cubic inch displacement, not less than 40 H.P.
net.
AIR CLEANER: Dual element, dry type
ELECTRICAL: 12 volt system, 38 amps or greater, with
a battery having a rating of 60 amp or larger.
TRANSMISSION: Manual, 8 speeds forward and two reverse
,.. BRAKES: Internal expanding type
STEERING: Hydrostatic or power steering
~ AXLES: Heavy duty front & rear with differential lock.
POWER TAKEOFF AND HITCH: Continuous live P.T.O., 3point
hitch with sway bars or stabi lizer for mower operations.
TIRES: Front: 7:50 x 16 8 ply multiple rib
Rear: 14.9 x 24 6 ply or equal
HYDRAULIC SYSTEM: Positive displacement gear pump that
wi II produce 22 G.P.M. at normal operating
engine R.P.M.
GAUGES: Oi I, Engine Heat, Fuel, speedometer
SAFETY EQUIPMENT: Tractors shall be equipped with al I
safety features required by Federal & State-Rol I bar, etc.
MOWE RS:
Both Tractors shal I be equipped with flai I type mowers
with a cutting width of 72"-74" with heavy duty single
end, two cutting edges, ring mounted knives. Roller shall
be 6" heavy duty adjustable, and the center shaft shal I
be balanced for high speed, vibration free operation.
Skids shal I be mounted on each end of the cutter housing
and bumpers at each end of the cutter. For safety purposes,
.~ the drive shaft shall be enclosed and all pulleys and belts
, , shal I be equipped with guards. Shal I be equipped with a
, standard 3 point hitch with flexible I ift chains.

MOWERS. CON 'TO:
ONE Tractor shall also be equipped with a side mounted mower

The power for cutter mower is to be supplied by a side
or front mounted pump. Valves shall be one piece, cast,
with replacable spools and sleeves and cylinders shal I
r be single action with self adjusting packing, and the
motor sha II be heavy duty and reversible. A pressure
.. relief valve shall be bu i I t - in. The hydraulic system
sha II be sealed with sufficient capacity to I nsure no
over-heating when in continuous operation. Kn i ve s s ha I I
be 3" heavy duty with serrated sections. One spare knife
section to be furnished. Shal I have heavy duty shoe guards
at each end of cutter bar. Sha II have Zirk pressure fittings
and adjustable wear points. Pitman shall have snap-on sock-
ets and anti-friction bearings, and speed sha II be governor
control led. Shal I be equipped with transpor~ locks. Mower
sha II have an operating range of minus 750 to plus 900,
with a guard ti It of minus 100 to plus 100. Valve controls
shall be easi Iy accessible and shal I control cutter bar to
vertical position, parallel lift, and control start, stop,
and reverse of knife blade with automatic 900 self-return-
ing breakaway. Cutter bar is to be free-floating to follow
ground contours.
A delivery date for all equipment is to be specified In
the bid and a dealer representative shall provide i nstr-
u ct i on in the proper operation and maintenance of this
equipment, at the time of delivery.

L SECTION 2. All bids shall be sealed and shall

sha II be opened. A II bids shall be accompanied by bond or

certified check in the amount of $ 100.00. The Counc i I of
the Vi Ilage of Dublin reserves the right to reject any and
all bids.
SECTION 3. That this Ordinance be, and the same hereby IS,
declared to be an emergency measure necessary for the Imm-
ediate preservation of the public peace, health and safety
and for the further reason that this equipment is needed to
maintain efficient services in the Vii lage, therefore this
Ord i nance sha II take effect and be in force immediately upon
its passage.
