31-72 Ordinance I ORDINANCE NO. 3 I -1 V:VILLAGE OF DUBLIN, OliO AN ORDINANCE A UTHORIZING AND DIRECTING THE CLERK TO ADVERTISE FOR BIDS FOR A NEW SNOW PLOW; SETTING FORTH SPECIFICATIONS; AND DECLARING AN EMERGENCY WHEREAS, the Village is in need of a new snow plow; i i i I NOW THEREFORE BE IT ORDAINED by the Council of the Village I " ! of Dublin, State of Ohio, S- of the elected members concurring: ; I ! SECTION 1. That the Clerk be and he hereby is authorized and ! directed to advertise for bids for a new snow plow having the following i specifications: I I The snow plow shall consist of a moldboard that is straight, power I I reversible and is to be ten (10') feet long with a cutting swath of i eight (8') feet when angled to thirty-five (350) degrees. The moldboar1 is to be 42 inches high with a built in deflector to control flow of I snow. The plow is to have eight (8 ") inch hand-adjusted castors i which shall be spring cushioned. The cutting edge or blade shall be I one-half (1/2) inch by six (6") inches wide by ten (10') feet long with ! punching conforming to A . A . S . H.O. standards. Curb shoes shall I I be provided for each end of moldboard. A safety trip, spring loaded, I shall be provided to protect plow by tripping and raising over I obstructions and then returning to normal plowing position. Moldboardl shall be reinforced by six vertical ribs of one-half (1/2) inch by i I three (3") inch steel continuously welded, or equal. I I Power reversing shall consist of two double-action hydraulic ! II' cylinders of four (4") inch diameter with piston rods no less than ! i one and one-half (1 1/2) inches in diameter, or approved equal. I '1'1 These cylinders shall be capable of reversing the plow from a thirty- I I five (350) degree angle right to a thirty-five (350) degree angle left I III and also be capable of holding the plow in any desired position without I the use of pins or other locking device. The hydraulic power shall I I be sufficient to change plowing angle while the truck is plowing snow i at full capacity. I i II The hitch shall be a front mounted type designed to transmit plowing I 1'1' forces directly to the truck side rails. Material shall be of the proper! strength and adequately braced to insure proper operation. The : I hitch shall be so designed as to support and protect a front mounted i pump and power take-off assembly. The top angle of hitch shall be I , of sufficient width to mount snow plow driving lights. I II The successful bidder shall furnish and install the plow, hitch, and I I the hydraulic system on the Village's new dump truck. I I The pump drive assembly shall be a No. 2641 Chelsea, or approved I equal, heavy duty front mounted crank shaft driven, speed reducing I type with throw-out mechanism operated by way of a flexible I push-pull control cable located inside of truck cab within easy access I to driver. The pump drive assembly is to be driven by the engine I crankshaft flange through a needle bearing universal joint. I I' I I I II The hydraulic pump shall be Webster 7Yl-4 YD5 6, or approved equal, ! , heavy duty constant running gear type dual flow with a minimum I I delivery of 25 G. P. M. at 1500 R. p. M. and 1000 p. S. 1. on high side i and 15 G. P.M. at 1500 R. P.M. and 1000 p.S.r. on other side. I i I i . Control valves shall be Gressen model 25 C. P., or equal, of sectional balanced spool type with integral relief valve. The valve shall have a capacity of 35 G. P. M. with a 1550 P. S. 1. relief setting. The valve shall have enough sections for plow left, plow reverse and dump body. The 25 G. p. M. side of pump shall be plumbed from pump to inside of cab to supply power for material spreader. The valve sections shall be mounted in cab between the seats and within easy reach of driver or rider. No cables or remote controls will be acceptable. The hydraulic lines and fittings shall be of adequate size and strength to accomodate the volume of oil without undue heating or cavitation. A 11 high pressure hose shall be two-wire braid reinforced. A 11 hose fittings shall not be of the clamp - on style. The plow hoist shall be single acting hydraulic ram of not less than three (3 ") inches and designed to lift plow 12 inches from the ground. The ram piston shall be hard chrome plated. Hydraulic oil supply tank shall be 20 gallon capacity and be equipped with primary strainer and baffle. The tank shall have a drain plug and two and one-half (2 1/2) inch diameter hand removable vented cap. The piping of dump body hoist is to be done by plow supplier. If the cab floor or sides are cut for the installment of lines, etc., the edges shall be filed smooth and a rubber shield shall be fitted around lines to insure that dust and other elements may not enter cab. Delivery date to be specified in bid and must be within sixty (60) days after acceptance of bid. I. I ! A 11 bids shall be sealed and shall be filed with the Clerk of the Village of i Dublin, Ohio, before 12:00 Noon EST, !J;utft 2.' ,1972, at which time said bids shall be opened. All Bids shall be accompanied by bond or certified check in the amount of $100.00. The Council of the Village of I Dublin reserves the right to reject any and all bids. I SECTION II.
