Form No, 30045 Resolution No. 28-10 Passed 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE METRO PLACE NORTH AND SOUTH BIKE PATH AND STREET LIGHT IMPROVEMENTS PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the Metro Place North and South Bike Path and Street Light Improvements project; and WHEREAS, Council has determined that the bid submitted by Columbus Asphalt Paving, Inc. constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above- referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, 4 — of its elected members concurring, that: Section 1. The bid submitted by Columbus Asphalt Paving, Inc. in the total amount of $1,138,799.80 is hereby accepted. Section 2 . The City Manager is hereby authorized to enter into contracts with Columbus Asphalt Paving, Inc. for performance and completion of the Metro Place North and South Bike Path and Street Light Improvements project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. This Resolution shall take effect and be in force on the earliest date permitted by law. Richardson, P.E., Engineering Manager - Design Memo Re: Resolution 28 -10 Metro Place North and South Bike Path and Street Light Improvements Bid Acceptance Background On April 8, 2010 six (6) bids were received, publicly opened and read for the Metro Place North and South Bike Path and Street Light Improvements Project, which involves the construction of approximately 5,300 linear feet of asphalt bike path and 34 street lights. In addition, the work will include curb and gutter replacement at several locations and resurfacing of the roadway. Staff has reviewed all bids. The Engineer's estimate was $1,300,000.00. The 2010 budgeted funds for construction of this project are 5750,000 for the bike path and street lighting improvements, along with an additional S550,000.00 in budgeted funds from the 2010 Street Maintenance Program for curb and gutter repairs and street resurfacing. Columbus Asphalt Paving, Inc. submitted the lowest and best bid of $1,138,779.80. A summary of the bids is listed below. Staff has thoroughly reviewed the Columbus Asphalt Paving, Inc. bid. Previous experience with Columbus Asphalt Paving, Inc. has been favorable, including these projects: Southwest Area Traffic Calming Phase 2 (2001), Phase 3 (2003) and Phase 4 (2004); and Hirth Road Roundabout (2008). Staff anticipates the construction to commence on or after July 12, 2010 following the end of the annual Arthritis Foundation Classic Auto Show and Cruise -In scheduled for July 9 and 10, 2010. No work shall be performed during the Dublin Irish Festival, and all hotel entrances are required to be open to traffic during that time. The completion date for the project will be October 15, 2010.
