23-10 ResolutionRECORD OF RESOLUTIONS Form No X045 23 -10 Resolution No. Passed A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE BELVEDERE PARK DEVELOPMENT PROJECT, AND AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT FOR SAID SERVICES WHEREAS, formal advertising and competitive bidding procedures have been conducted pursuant to Section 8.04 of the Dublin Charter for the Belvedere Park Development Project; and WHEREAS, Council has determined that the base bid submitted by Builderscape, Inc. in the amount of $126,314.00 constitutes the lowest and best bid; and WHEREAS, this is an approved 2010 Capital Improvements Project. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, 4-1— of the elected members concurring, that: 20 Section 1 . The base bid submitted by Builderscape, Inc. in the amount of $126,314.00 is hereby accepted. Section 2 . The City Manager is hereby authorized to enter into a contract with Builderscape, Inc. for said project as specified within the bid proposal and the City's bid documents on file in the Division of Parks & Open Space. Section 3 . This Resolution shall take effect upon adoption in accordance with Section 4.04(a) of the Revised Charter. The funds for this project are included in the CIP budget in the amount of $150,000. The base bid estimate for this project was $167,308. Seven (7) bids were received. The City provided the shade structure and playground equipment at the cost of $43,142.00. This amount is in addition to the bid portion of this project. This project consists of all materials and labor necessary for the construction of a playground, bike path, seating, shade structure and associated landscaping. Complete construction details are available for review in the Council Planning room. A public input forum was held on December 3, 2009 in which the park design was reviewed and changes made and endorsed by the local residents. In addition, the park design was posted on the City's website for additional comments and suggestions. This project was reviewed and approved by the Dublin Planning & Zoning Commission on January 21, 2010. Recommendation Staff recommends adoption of Resolution 23 -10 accepting the Builderscape Inc. base bid of $126,314.00. Builderscape has completed previous work for the City, and staff has found its work to be most satisfactory. Staff is not recommending Bid Alternate #1 (deduct for park benches in lieu of seating wall) or Bid Alternate 92 (deduct for playground mulch surface in lieu of poured in place playground surfacing). Staff is confident that the approximate $20,000 budget overage will be made up on other park development projects this year.
