A RESOLUTION ACCEPTING THE LOWEST
AND BEST BID FOR THE TARTAN WEST
BOOSTER STATION IMPROVEMENTS
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the
Dublin Code, for the Tartan West Booster Station Improvement Project; and
WHEREAS, Council has determined that the bid submitted by The Righter Company,
Inc. constitutes the lowest and best bid; and
WHEREAS, this project is an approved Capital Improvement Project; and
WHEREAS, the intent of this project is consistent with the recommendation from the
Community Plan that improvements to the distribution system will be necessary to
meet future peak hourly demands.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, 17-- of the elected members concurring:
Section 1 . That the bid submitted by The Righter Company, Inc. in the total amount
of $154,900.00 is hereby accepted.
Section 2 . That the City Manager is hereby authorized to enter into contracts with
The Righter Company, Inc. for performance and completion of the Tartan West
Booster Station Improvement project pursuant to the Advertisement, Proposal and
Contract Documents for said project on file in the office of the City Engineer.
Section 3 . That this Resolution shall take effect and be in force on the earliest date
permitted by law.

Re: Resolution No. 12 -10 Bid - Tartan West Booster Station Improvements
Summary
On January 26, 2010 one bid was received, opened and publicly read for the Tartan West Booster
Station Improvement project. This project includes the installation of three new pump motors, one new
pump and various electrical and painting upgrades to the existing Tartan West Booster Station, and the
replacement of sump pumps at the Brand Road Booster Station. The Tartan West booster station
supplies the Tartan West elevated water storage tank in the Tartan Pressure District, while the Brand
Road booster station supplies water to the Post Road Pressure District. The project is scheduled to be
completed by September 30, 2010. For Council's reference, a reduced set of project construction
drawings has been placed in the Council Planning Room. A slide depicting the project location and
supporting photographs, as attached, will be presented at the Council meeting.
The Engineer's estimate for this project was $158,600. The funding for the project was programmed in
the Water Fund, as documented in the 2010 -2014 Capital Improvements Program. The funds
programmed in 2010 within the City's capital improvements program for construction of this project are
$170,000. The Righter Company, Inc. submitted the lowest and best bid of $154,900. Although only one
bid was received, staff is confident that this is an acceptable bid after a thorough review and considering
that it is below the Engineer's estimate. Previous experience with The Righter Company, Inc. has been
favorable, including the recent Avery- Muirfield Drive over US 33 Barrier Improvements project. A
specialized project scope and relatively low construction cost likely contributed to the limited interest in
the project. A summary of the bid received is provided below.

Recommendation
Staff recommends Council approve Resolution 12 -10 accepting The Righter Company Inc.'s bid of
