A RESOLUTION AUTHORIZING THE CITY MANAGER TO
ACCEPT THE LOWEST AND BEST BID FOR THE 2010 SANITARY
SEWER LINING PROJECT AND AUTHORIZING THE CITY MANAGER
TO ENTER INTO A CONTRACT FOR THIS PROJECT.
WHEREAS, the City of Dublin desires to improve and extend the life of the 36 -inch
sanitary sewer pipe located various distances east of Dublin Road from Emerald Parkway
to just north of Bellaire Avenue, by installing Cured in Place Pipe (CIPP) within the
existing pipe; and
WHEREAS, formal advertising and competitive bidding procedures have been
conducted pursuant to Section 8.04 of the Dublin Charter; and
WHEREAS, Council has determined the bid submitted by Inland Waters Pollution
Control, Inc. in the amount of $766,318.20 for the 2010 Sewer Lining Project constitutes
the lowest and best bid; and
WHEREAS, funding for the project has been programmed in the 2010 Operating Budget
in the Sewer Fund.
NOW, THEREFORE, BE IT RESOLVED by the Council ofthe City ofDublin, State
of Ohio, —7— of the elected members concurring that:
Section 1. The bid submitted by Inland Waters Pollution Control, Inc. in the total
amount of $766,318.20 for the 2010 sanitary sewer lining project is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract with Inland
Waters Pollution Control, Inc. for the 2010 Project as specified within the bid proposal
and the City's bid documents on file in the Streets & Utilities offices.
Section 3. This resolution shall take effect upon passage in accordance with Section
4.04(a) of the Revised Charter.

Summary
Memo
On Monday, December 10, 2009, bids were opened for the 2010 Sanitary Sewer Lining project.
The estimated cost for the project was $889,000.00. The following four bids were received:
Contractor Base Bid
• Inland Waters Pollution Control $ 766,318.20
• Reynolds Inliner $ 778,778.00
• Spinello $ 966,028.00
• Instituform $1,010,129.00
This project consists of lining approximately 6,366 linear feet of 36 -inch sanitary sewer pipe along
Dublin Road from the north side of Historic Dublin to Bellaire Avenue. The completion date is set
for November 30, 2010.
The 36" main sanitary sewer pipe included in this project is concrete, reinforced internally with
steel bars. Hydrogen sulfide is a by product gas resulting from the decomposition of sewage in the
pipe. The hydrogen sulfide gas has resulted in deterioration of the concrete pipe. The installation
of the composite pipe liner will prevent future deterioration from occurring as a result of hydrogen
sulfide gas, strengthen the pipe approximately twenty percent, and extend the life of the pipe by
approximately 30 -50 years. No additional repairs to this pipe are necessary.
Funding
In 2009, staff pursued possible American Recovery and Reinvestment Act (ARRA) funds for this
project. Council approved Resolution 41 -09 on September 8, 2009, authorizing the City Manager to
enter into the necessary agreements to secure ARRA funds through the Ohio Environmental
Protection Agency (OEPA). Based on our successful grant application, the City will receive one
half of the funding from the ARRA grant administered by the OEPA. Based on the low bid from
Inland Waters Pollution Control, Inc., this will result in the City receiving $383,159.00 in ARRA
funding. The City's share of the project, $383,159.20, will be funded from the Sewer Fund as
programmed in the 2010 Operating Budget.

Recommendation
Staff recommends approval of Resolution 01 -10, accepting Inland Waters Pollution Control, Inc.'s
bid in the amount of $766,318.20 and authorizing the City Manager to enter into a contract with
Inland Waters Pollution Control Inc. for this project. Inland Waters Pollution Control Inc. has
completed work for the City in the past and staff has found their performance to be satisfactory.
