Form N0.30005 06 -10 Resolution No. Passed 20 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE CENTRAL OHIO INNOVATION CENTER (COIC) SANITARY SEWER EXTENSION PHASE 1 WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Dublin Charter and Chapter 37 of the Dublin Code, for the COIC Sanitary Sewer Extension Phase 1 project; and WHEREAS, Council has determined that the bid submitted by Trucco Construction Co., Inc. constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above - referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, -7- of the elected members concurring: Section 1 . That the bid submitted by Trucco Construction Co., Inc. in the total amount of $325,904.50 is hereby accepted. Section 2 . That the City Manager is hereby authorized to enter into contracts with Trucco Construction Co., Inc. for performance and completion of the COIC Sanitary Sewer Extension Phase 1 project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3 . That this Resolution shall take effect and be in force on the earliest date permitted by law. Hammersmith, P.E., Director of Engineering /City Engineer Barbara Cox, P.E., Engineering Manager - Development Re: Resolution No. 06 -10 - COIC Sanitary Sewer Extension, Phase 1 Summary On December 15, 2009, eleven bids for the Central Ohio Innovation Center (COIC ) Sanitary Sewer Extension Phase 1 project were received, publicly read as opened and have been thoroughly reviewed by staff. This project includes the installation of 2,284 feet of 12 -inch sewer, 1,549 feet of 21 -inch sewer and 13 manholes, as illustrated on the attached exhibit. The project is scheduled to be complete by July 1, 2010. For Council's reference, a reduced set of project construction drawings has been placed in the Council Planning Room. A slide depicting this project phase of the COIC utility improvements will be presented at the January 11 Council meeting. The Engineer's estimate for this project was $520,000. The funds programmed in 2009 within the City's capital improvements program for construction of all phases of this sewer extension are S1,000,000. Trucco Construction Co., Inc. submitted the lowest and best bid of 5325,904.50. A summary of the bids received is provided below. Resolution 06 -10 - COIC Sanitary Sewer Phase 1 Project January 7, 2010 Page 2 of 2 Staff has thoroughly reviewed the Trucco Construction Co., Inc. bid. Previous experience with Trucco Construction Co., Inc. has been favorable, including these projects: Emerald Parkway — Phase 5A (Hard Road to Sawmill Road in 2004) and Glick Road/Muirfield Drive Intersection Improvements (2002). In 2009, staff pursued potentional American Recovery and Reinvestment Act (ARRA) funds for this project. Council approved Resolution 58 -09 on November 16, 2009, authorizing the City Manager to enter into the necessary agreements to secure ARRA funds through the Ohio Environmental Protection Agency (OEPA). The OEPA is using their Water Pollution Control Loan Fund (WPCLF) program to administer their ARRA wastewater allocations. Based on our successful grant application, the City will receive one half of the funding from the ARRA grant administered by the OEPA. For this project, this will equate to $162,953.00 in ARRA funding. The remaining costs of $162,951.50 will be funded by the City's Sewer Fund. Should for some unforeseen reason ARRA funding no longer be unavailable, staff intends to move forward on this project as the bids are very favorable and this project is critical to establish conditions in the area for economic development.
