17-87 ResolutionRECORD OF RESOLUTIONS National Graphics Corp., Cols., O. ~.4'~m-isy n~~jja Form No. 6233-A Resolcction ~~u. 17-87 (Amended) Passecl------ -------------------------------------------19_..-__-- A RESOLUTION ABOLISHING THE FORESTRY COMMISSION AND CREATING A TREE AND LANDSCAPE COMMISSION AS AN ADVISORY BOARD TO THE DUBLIN CITY COUNCIL IN RELATION TO THE PLANTING, _ MAINTENANCE AND REMOVING OF PUBLIC TREES AND SHRUBS IN THE CITY OF DUBLIN WHEREAS, it is desired by this City Council to regulate and control the planting, transplanting, maintenance, and protection of trees and shrubs on the city owned or controlled property; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, 6 of the elected members concurring: Section 1. That the City of Dublin abolish the current Forestry Commission as established by Resolution No. 44-79 and create a Tree and Landscape Advisory Commission. ~ Section 2. That it is hereby declared to be the policy of the City of Dublin, Ohio, to regulate and control the planting, transplanting, main- tenance and protection of trees and shrubs in city owned or controlled property in the city in order to eliminate and guard against dangerous conditions which may result in injury to persons or cause property damage while using the streets, alleys, sidewalks, or property of the city; to promote and enhance the beauty and general welfare of the city, to prevent damage to any public sewer or water main, street, sidewalk, or other public property, to protect trees and shrubs located in public areas from undesirable and unsafe planting, removal, treatment and maintenance practices, and to guard all trees and shrubs within the city against the spread of disease or pests. This section shall apply to all public trees and shrubs. Section 3. That a commission to be known as the "Dublin Tree and LandscapE Advisory Commission" is hereby created as an Advisory Board to the Dublin City Council. The Commission shall be citizens and residents of this city and one who shall be a member of the Parks and Recreation Department. The members of the Commission shall be appointed by Council, shall serve a two year term, and shall receive no compensation. Section 4. The duties of the Dublin Tree and Landscape Advisory Commission shall be to: a) Study, investigate, report, advise and recommend to the Dublin Parks Recreation Department any plans or action deemed necessary towards planting, preserving and maintaining trees and shrubs within the public right-of-way throughout the Dublin corporate limits. b) Assist the City Council and the citizens of Dublin in the dissemina- tion of news and information regarding the selection, planting, and maintenance of trees within the corporate limits, whether the same be on private or public property, and to make such recommenda- tions from time to time to the City Council as to desirable legisla- tion concerning the tree program and activities of the municipality. ~~ c) Provide regular and special meetings at which the subject of trees insofar as it relates to the municipality may be discussed by the - ~ members of the Commission, officers and personnel of the municipality ~, and all others interested in the tree program. d) To yearly observe Arbor Day to create an appreciation of trees throughout the community. Section 4. That this Resolution shall take effect and be in force from and after the earliest period allowed by law.
