A RESOLUTION TO PROVIDE FOR THE SUBMISSION
TO THE ELECTORS OF THE VILLAGE OF DUBLIN AT
THE ELECTION TO BE HELD ON NOVEMBER 3, 1987,
AN ORDINANCE TO INCREASE THE VILLAGE INCOME
TAX FROM A RATE OF ONE (1%) PERCENT TO A
RATE OF TWO (2%) PERCENT AND TO PROVIDE THAT
ONE-HALF PERCENT (2%) BE USED ONLY FOR CAPITAL
IMPROVEMENTS AND TO DECLARE AN EMERGENCY
WHEREAS, Section 718.01 of the Ohio Revised Code provides, in part, as
follows: "No municipal corporation shall levy a tax on income at a rate
in excess of one percent without having obtained the approval of the excess
by a majority of the electors of the municipality voting on the question at
a general, primary, or special election".
NOW, THEREFORE, BE IT RESOLVED by the Council of the Village of Dublin,
State of Ohio, 6 of the elected members concurring that:
Section 1. Pursuant to Chapter 718 of the Revised Code of Ohio, there be
and hereby is submitted to the electors of the Village of Dublin for their
approval or rejection at the General Election to be held on November 3,
1987, a proposed ordinance so as to provide for an increase in the income
tax rate from one (1%) percent to two (2%) percent, commencing on and
after January 1, 1988.
Section 2. That the form of the ballot to be used at the election on the
question shall be as follows:
Shall Ordinance No. 17-87 providing for two (2%) percent tax
on earnings and income subject to the municipal income tax
of the Village of Dublin, effective on and after January 1,
1988, one-half percent (2%) to be used only for capital
improvements be passed?

Against the Income Tax
Section 3. That the Board of Elections is hereby authorized and directed
to call and provide for an election on November 3, 1987, in accordance with
and as provided by law, at which election the proposed ordinance herein
above set forth shall be submitted to the electors of the Village of
Dublin, Ohio.
Section 4. That this Resolution is hereby declared to be an emergency
measure necessary for the preservation of the public peace, health or
safety in this Village, said emergency arising from the fact that this
resolution need, by law, be certified to the Franklin, Delaware, and
Union County Board of Elections, immediately in order to appear on the
ballot for the General Election, November 3, 1987; therefore, this
resolution shall take effect immediately.
