25-09 ResolutionRECORD OF RESOLUTIONS Blank, Inc., Form No. 30D45 Resolution No 25-09 Pnssecl ~0 A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE POST ROAD/COMMERCE PARKWAY INTERSECTION IMPROVEMENT PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the Post Road/Commerce Parkway Intersection Improvements project; and WHEREAS, Council has determined that the bid submitted by The Shelly Company constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW, THERE RE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring: Section 1. That the bid submitted by The Shelly Company in the total amount of 5499,169.00 is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into contracts with The Shelly Company for performance and completion of the Post Road/Commerce Parkway Intersection Improvements project pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. That this Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Richardson, P.E., Engineering Manager -Design Date: May 28, 2009 Memo Re: Resolution No. 25-09 -Bid Acceptance for Post Road/Commerce Parkway Intersection Project Summary On May 21, 2009 six (6) bids were received, publicly opened and read for the Post Road/ Commerce Parkway Intersection Improvements project. Staff has reviewed all bids. The Engineer's estimate was 5650,000. Funding for this project is provided through the McKitrick TIF District (Cardinal Health), and was identified in the 2009-2013 CIP. The Shelly Company submitted the lowest and best bid of $499,169.00. Once the project is complete, traffic must turn off of Post Road/Commerce Parkway to access the Dublin Community Recreation Center. Construction is scheduled to begin after the Dublin Irish Festival. Completion date is scheduled for September 30, 2009. The Post Road entrance to the Dublin Community Recreation Center will be closed to traffic during construction. A copy of the Post Road/Commerce Parkway Intersection Improvements construction drawings has been placed in the Council conference room for your reference and review. Staff has thoroughly reviewed The Shelly Company's bid. Previous experience with The Shelly Company has been favorable, including the 2007 Eiterman Road Extension Project. Memo re.
