Form No. 30045 Resolution No 18-09 Passed A RESOLUTION ACCEPTING THE LOWEST AND BEST BID FOR THE 2009 STREET MAINTENANCE PROGRAM WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the 2009 Street Maintenance Program; and WHEREAS, Council has determined that the bid submitted by Strawser Paving Company, Inc. constitutes the lowest and best bid; and WHEREAS, Council has determined that there may be a legitimate need to declare the relocation of the utilities in connection with the above-referenced project as a "single source" procurement, for reason that the company owning the utilities in question has the exclusive rights to relocate such utilities. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, ~ of the elected members concurring: Section 1. That the bid submitted by Strawser Paving Company, Inc. in the amount of $2,710,073.69 is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into a contract with Strawser Paving Company, Inc. for performance and completion of the 2009 Street Maintenance Program pursuant to the Advertisement, Proposal and Contract Documents for said project on file in the office of the City Engineer. Section 3. That this Resolution shall take effect and be in force on the earliest date permitted by law. Richardson, P.E., Engineering Manager -Design Date: Apri130, 2009 Re: Resolution No. 18-09 - 2009 Street Maintenance Program Summary Memo On April 21, 2009 six (6) bids were received, publicly opened and read for the 2009 Street Maintenance Program. Staff has reviewed all bids. The Engineer's estimate was $2,950,000. The Strawser Paving Company, Inc. submitted the lowest and best bid of $2,806,519.49. Unfortunately, the Engineer's estimate was based on the 2008-2012 CIP, not the adopted 2009 CII' budget amount. Previously, the 2008-2012 Capital Improvement Program (CIP) depicted programmed funds totaling $2,959,000 for annual street maintenance, roadside improvements and bikepath maintenance in 2009. In the adopted 2009-2013 CIP, the funding allocations were reduced in 2009 and 2010 to provide funding for the proposed Avery-Muirfield Drive barrier improvements project, currently estimated at $700,000. As a result of the 2009 reduction, the actual budgeted funds for the 2009 Street Maintenance Program total $2,734,000, less than the Engineer's estimate for this work. The maintenance improvements, which were bid mistakenly, included the larger resurfacing program contemplated in the 2008-2012 CIP. In order to bring the best and lowest bid within the parameters of the budgeted funds available, two streets included in the resurfacing for the 2009 Street Maintenance Program will be non-performed this year, and will be included in the program next year. These streets are: Newbridge Drive and Achill Drive. Staff anticipates these streets are in sufficient condition to be delayed. Total unit price bid amounts for these streets total $96,445.80. This amount reduces the Strawser Paving Company, Inc. bid from 52,806,519.49 to $2,710,073.69. Attached is a City map showing the streets to be improved in red. The streets to be improved are: Avery-Muirfield Drive (Valley Sh~eam Drive to Brigids Close Drive) Glick Road (Avery Road to Dublin Road) Concord Road (North of Glick Road to Corporation Limit) St. Boswell Court Dublin Center Drive (Village Pkwy. to S.R. 161) Banker Drive (Sawmill Road to Dublin Center Drive) Tuner Road (Village Pkwy, to Riverside Drive) Waterford Drive, Stonefence Court Reserve Drive, Kittiwake Court, Chaffinch Court, Stonechat Loop Springburn Drive, Macewen Court, Saltcoats Court, MacIntyre Drive Orchard Crest Court, River Knolls Place Phoenix Park Drive, Oisin Court, Newgrange Drive Edinburgh Road, Perth Drive, Caldy Court Karrer Place The Bomanite stamped concrete at the intersection of Rings Road and Frantz Road will be removed and replaced with brick pavers over a concrete base, similar to the Rings Road/Paul G. Blazer Pkwy intersection repair performed last year. Pedestrian ramps will be constructed at the intersection of Spring Hill and South High Street to provide a pedestrian crossing on South High Street. This crossing will include striping, Americans with Disabilities Act (ADA) compliant curb ramps, and necessary grade adjustments. A bikepath/pedestrian crosswalk connection will be constructed at the intersection of Hyland- Croy Road and Tullymore Drive across Hyland-Croy Road. Pedestrian bicyclist motion- activated crosswalk warning devices will be installed on Hyland-Croy Road at the crosswalk to enhance drivers' awareness of the crosswalk. The warning devices will be purchased and installed by the City acid are not part of the street maintenance program bid. Previous experience with Strawser Paving Company, Inc. has been favorable, including these recent projects: 2006, 2007, and 2008 Street Maintenance Programs. Recommendation Staff recommends approval of Resolution 18-09, accepting the lowest and best bid of Strawser Paving Company, Inc.
