Mayor - Presiding Officer ATTEST: of Council r,~Tr of flt;etrv Office of the City Manager 5200 Emerald Parkway, Dublin, Ohio 43017 Phone: 614-410-4400 Memo To: Members of Dublin City Council From: Terry Foegler, City Manager "~ ~~ Date: February 26, 2009 ',,~ Initiated By: Dana McDaniel, Deputy City Manager/Director of Economic Development Re: Resolution 06-09 - COTA Board Appointment Summary During the February 2 Counci] meeting, staff made Council aware the City had received correspondence from the Central Ohio Transit Authority (COTA) that a Board of Trustees position would expire at the end of March that is to be filled with a Dublin representative. This representative, appointed by Dublin City Council, would serve athree-year term, beginning in April. Council directed staff to pursue a possible appointee(s) who would represent the City's business sector and who would have an understanding of the City's current and future workforce transit needs. After considering several individuals and consulting with the Dublin Chamber, Dana McDaniel contacted Scott White, President and CEO of Interstate Gas Supply (IGS) to inquire as to his level of interest in possibly serving the City in this capacity_ Mr. White expressed a sincere interest in the position and is willing to invest the time required to prepare for and attend COTA Board meetings and Committee meetings. Scott White is the President and CEO of IGS, one of the largest retail gas suppliers in the country. In 1989, Scott and Marvin White (former CEO of Columbia Gas Distribution) started IGS with just three employees and 18 commercial customers. Under White's presidency, IGS has grown from 18 customers and just under $I million in sales in 1990 to a company with sales over one billion dollars that serves over 750,000 residential customers in the Midwest. IGS is somewhat unique in that it is privately held, has no long-term debt and relies on traditional bank financing. White attributes his company's success to a focus on customer service, controlled growth and an understanding of the gas industry and commodities markets. The Columbus native graduated from Ohio University in 1988 with a degree in finance and marketing. He is married and has three children. As Council is aware, IGS is growing its corporate presence in Dublin on Emerald Parkway. Without a doubt, Mr. White will provide his vast corporate business expertise to the COTA Board as it works through many challenging issues. Recommendation Staff recommends the appointment of Scott White, President and CEO of Interstate Gas Supply, as the City of Dublin's appointee to the Centra] Ohio Transit Authority Board of Trustees.
