Form No. 300x5 Resolution No. 05-09 Passed . 20 A RESOLUTION AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO APPLY FOR AND ACCEPT A GRANT FROM THE OHIO DEPARTMENT OF DEVELOPMENT FOR A DIESEL EMISSIONS REDUCTION GRANT (DERG). WHEREAS, the State of Ohio, through the Department of Development, has made funds available for a Diesel Emissions Reduction Grant; and WHEREAS, the intention of this grant is consistent with Council's goal to "set the standard as a leading green community" by "greening the City's fleet and facilities through the examination and implementation of technologies and alternative fuel options that will reduce the City's fleet and facilities baseline carbon emissions;" and WHEREAS, Council has determined it is advantageous for City of Dublin to apply for the Diesel Emissions Reduction Grant Program administered by the Ohio Department of Development; and NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, ~_of the elected members concurring that: Section 1. The City Manager or his designee is hereby authorized to apply for and accept a grant from the Ohio Department of Development Diesel Emissions Reduction Grant Program and to provide all information and documentation required to become eligible for possible funding assistance. Section 2. The City of Dublin agrees to obligate the amount of funds required to fulfill the terms and conditions of the grant in adherence with the Diesel Emissions Reduction Grant Program policy requirements. Section 3. This Resolution is effective upon passage, in accordance with Section 4.04(x) of the Revised Charter. Grigsby, Interim City Manager~~.F~, ~~ DATE: February 12, 2009 Memo INITIATED BY: Ron Burns, Director of Sheets & Utilities Summary RE: Resolution OS-09 -Authorization for Diesel Emissions Reduction Grant Application Staff has received notification that Federal CMAQ (congestion, mitigation, and air quality) funds are being issued by the Ohio Department of Development through a competitive grant application process. The Diesel Emissions Reduction Grant (DERG) will provide up to 80% reimbursement of the cost to replace older model diesel equipment/fleet with new, cleaner burning diesel models and/or retrofit existing diesel engines with equipment that reduces emissions. Staff plans to submit an application for this grant. With this grant application, staff is recommending the accelerated replacement of some vehicles scheduled for replacement in future years. Thirteen trucks and one street sweeper would be replaced; in addition, one vehicle would be retrofitted with equipment to reduce emissions. One truck is scheduled for replacement in 2009, five are scheduled for replacement in 2010, five are scheduled for replacement in 2011 and two bucks plus the street sweeper are scheduled for replacement in 2012. Not only would the City's fleet emissions be reduced, money would also be saved. Approximately 5395,000 could be saved in the 2009 and 2010 CIP budget and ail additional 5651,770 during the remainder of the current CIP budget. The grant guidelines require a 20 percent match by the entity; however, to gain additional points, staff is recommending a 21 percent match. Current funding levels in the 2009 and 2010 CIP will provide adequate funding to pay for the City's share of the cost. It is anticipated the DERG monies will be awarded in May 2009 and must be spent within two years of award. Consequently, if Dublin is awarded its entire request, adjustments in the five year CIP budget would be necessary to accelerate the 2012 replacements. However, savings as a result of the award will more than compensate for this adjustment. To be more competitive, staff is partnering with the City of Westerville in this grant application. By doing so, the cumulative points will be significantly higher. The filing deadline for the DERG program is March 2, 2009. If a DERG award is received, the City will not only save taxpayer dollars, but will also be able to meet one of Council's goals of reducing City fleet baseline carbon emissions. Attached is a spreadsheet demonstrating the potential savings to the City. Recommendation Staff recommends approval of Resolution OS-09 authorizing the City of Dublin to participate in the Diesel Emissions Reduction Grant process.
