Ritchie Clerk The recent passage of your levies in the November 2005 General Election and/or setting a rate fior Bond Retirement necessitates the authorization of your subdivision's new tax rates. Enclosed is an "Amended Resolution Accepting the Amounts and Rates as Determined by the Budget Commission and Authorizing the Necessary Tax Levies." The outside rate is the full rate, which may not be the effective rate. Also enclosed for your records are our reports 2005 Tax Levies for the County, Tax Rate and Value Information, and Tax Information for Estimated Resources for 2006 wllection. The Tax Levies for the County is a list of tax rates by taxing district. The Tax Rate and Value Information provide new assessed values and tax rates for your subdivision. The Tax Information for Estimated Resources provides assessed values, estimated tax collection by fund and tax rates. I will amend your Certificate of Estimated Resources with the new collection estimates after I receive your "Certificate of the Total Amount From All Sources Available for Expenditures and Balances" (form 11020), which is due on or about January i. As a result of HB95, the exempt personal property value is not inducted in the total personal property value. I have added an estimated personal property state reimbursement amount to your certificate. The tax amount listed on your certificate will not match the Tax Information for Estimated Resources now. The revenue estimates for the Personal Property tax levy are based upon 75% of the current (2005) valuations. The Amended Certificate does take into account the projected reductions in Personal Property Tax revenue caused by changes in state law contained in HB 66. 1 have added the estimates from the State for the "make whole" provisions. Grigsby, Deputy City Manager/Director of Finance~vl`2r Memo Re: Resolution No. 07-06, Resolution Accepting The Amounts and Rates and Authorizing Tax Levies SUMMARY: Adoption of a resolution accepting the amounts and rates and authorizing the tax rates is required by Section 5705.34 of the Ohio Revised Code. This process is completed in the fall of each year and the document amended if necessary. City Council adopted Resolution No. 60-OS on September 19, 2005. A copy of Resolution No. 60-OS is attached for reference. We recently received an amended resolution from the Franklin County Budget Commission that is required to be adopted. The changes from the original resolution to the amended resolution are the elimination of the 0.01 mill in outside millage that had been assessed for debt service and the revision of the estimated property tax revenue. The outside millage for debt service is no longer required due to the amount of debt remaining on the two bond issues that utilize property tax revenues to meet the annual debt service obligations. Tlie total amount of debt outstanding for these issues is approximately $45,000. The balance in the General Obligation Fund Debt Service Fund ($715,160 at 12/31/05) will be utilized to retire the remaining debt. The City's assessed value increased from $1.62 billion from tax year 2004 to $1.86 billion for tax year 2005. This increase will result in additional property tax revenue collected from the City's inside millage. As you are aware, in 2006 this revenue will be credited to the City's Parkland Acquisition Fund and beginning in 2007 this revenue will be allocated between the Parkland Acquisition Fund and the Capital Improvements Tax Fund. The revenue allocated in the Capital Improvements Tax Fund will be utilized for infrastructure improvements in the Central Ohio Innovation Center.
