NOW, THEREFORE, BE IT ORDAINED by the Council. of the Village of Dublin, State of Ohio, 6 of the elected members concurring: Section 1. That the following described real estate (see attached legal description marked Exhibit "A"), situated in the Village of Dublin, State of Ohio, is hereby rezoned to P.U.D., PLANNED UNIT DEVELOPMENT DISTRICT and shall. be subject to regulations and procedures contained it Ordinance No. 21-70 (Chapter Eleven of the Codififed Ordinances) the Village of Dublin Zoning Code and amendments thereto. Section 2. These parcels viii be developed under a long-term "built-to-suit" lease for one specific owner, an automobile dealership. As part cf the development of these parcels, rhele investment Properties has agreed to dedicate one hall of a right-of-way and build to dedicated standards ail of a service road running parallel to the west property line of the said parcels. it has been understood, from discussions with the V"illage of Dublin Planning staff and the adjoining property owners to the west that said owners of the adjoining properties would be required and agree to dedicate the right-of-way for the remaining one-half of the road. In addition Pheie Properties will dedicate all of the right-of- way and build to dedicated standards all of a service road running parallel to the south property line of the said parcels. The development of the service road in this location complies with the recommendations of the Sawmill Corridor Plan and the Rt. i61 Sawmill quadrant Plan. These plans also recommend that the service road be continued to the north, directly across Dublin- Granville Road, and the developer agrees with this proposal. The proposed automobile dealership for this site will contain approximately 20,000 square feet of ground floor with an approximate 5000 square feet of mezzanine floor space, and will provide parking for approximately 130 cars. The architectural plans and elevations, and the landscaping and signage plans will be submitted by the developer to the Village of Dublin for review and approval, thus ensuring that the proposed development will fit into the overall character of the neighborhood. This development would require three curb cuts: two along the proposed service road, and one on Dublin-Granville Road for right turn only in and out of the site. CONTENTS OF THE CONCEPT PLAN The following information is provided in response to Section 1181.Oi (g){1) of the Dublin Planning and Zoning Code. A. Topography: See Topographic Map. The site is basically flat, with slope of 1-2% towards the Scioto River. SUPPLEMENTAL INFORMATION TO PUD APPLICATION Z86-002 Page Two B. Existing Roads, Buildings & Permanent Facilities: There are three existing houses on these parcels, which will be removed prior to development of this site. C. Jurisdictional Boundaries: Shown on the Development Plan. D. Easements, Rights of Wav and Abutting Property Boundaries: Shown on the Development Plan. E. Physical Features and Natural Conditions: There are no outstanding physical features on this site. It is generally flat land with scattered trees. Surface Drainage and Areas Sub.iect to Flooding: There are no known problems with flooding, as the site sits more than one-half mile away from the Scioto River, and is well above the flood plain. G. Existing Utility Systems: Water, natural gas, and sanitary sewer services are available to the site along Dublin-Granville Road. Storm water drainage at present is to an open ditch along Dublin-Granville Road, but underground storm sewers will be added when that road is widened. H. Regional TransDOrtation System: See accompanying map. CONTENTS OF THE PRELIMINARY" PLAN The following information is provided in response to Section libl.Oi {g)(2) of the Village of Dublin Planning and Zoning Code. A. thru C. Proposed Traffic Circulation Pattern: Shown on the Development Plan. The proposed develop- ment incorporates a service road along the west and south boundaries of the site. It is understood that there will eventually be a traffic signal at the inter- section of the service road and Dublin-Granville Road. The developer will dedicate land to a distance of fifty-six (56) feet to the south from the centerline of Dublin-Granville Road, for the future widening of that road. Proposed Schedule of Site Development: The three parcels are under contract to Phele Invest- ment Properties, and development should commence with- in the next six months. G. Relationship of the Proposesd_Development to the ~'x;sting and Future Land Use in the Surrounding Area: The proposed development of these parcels is in conformance with the suggested land use for this area in the Rt, i61 Corridor Plan. The proposed traffic circulation pattern is in conformance with the proposals in the Sawmill Corridor Plan and the Dublin Rt. i61 Sawmill quadrant Plan. The developer feels that the proposed project will be compatible with and enhance the overall character of the surrounding area, and will lead to future development in the area.
