and have been reviewed, therefore, in accord with OBC Section 104.1.
OBC 107.3.3 Phased approval. The building official shall issue an approval for the construction of foundations or
any other part of a building or structure before the construction documents for the whole building or structure have
been submitted, provided that adequate information and detailed statements have been filed complying with
pertinent requirements of this code. The holder of such approval for the foundation or other parts of a building or
structure shall proceed at the holder's own risk with the building operation and without assurance that an approval
for the entire structure will be granted. Such approvals shall be issued for various stages in the seguence of
construction provided that all information and data required by the code for that portion of the building or structure
has been submitted. The holder of a phased plan approval may proceed only to the point for which approval has

Item 3 OBC 1110.1.1 Signs to designate accessible parking spaces and passenger loading zones. Parking
spaces required to be reserved for individuals with disabilities and passenger loading zones shall be
provided with a sign mounted on a fixed or movable post or otherwise affixed in a vertical position so

entitled to do so. Note: The fine established by Section 4511.99 of the Revised Code shall be not less
than $250 nor more than $500.
Item 4 System descriptions. Provide the Reports for the lighting systems that indicate compliance with the
applicable provisions of the 2006 International Energy Conservation Code or the requirements of the
2004 ASHRAE 90.1 listed in Chapter 35 of the code. Please insure that the electrical drawings
indicate compliance with Section 3: Requirements Checklist for Lighting, ie occupancy sensors for

materials and methods for maintaining the required structural integrity, fire-resistance rating and
firestopping.

The following items are required for code compliance, but are not necessarily covered in detail in the construction
documents. This list is a reminder to the design professional and contractors of issues, which are to be
satisfactorily dealt with in the field:
Item A OBC 106.3.1 Approval of construction documents. When the construction documents have been
determined to conform to the applicable provisions of the rules of the Board in accordance with the
procedures set forth in Section 105.3.1, the building official shall endorse or stamp such plans as
approved. One set of construction documents shall be kept by the building official. The other set(s)
shall be returned to the applicant, kept at the work site and shall be open for inspection by the building
official or the building officiaPs designated representative.
Item B OBC 105.7.2 Posting. The certificate of plan approval shall be posted in a conspicuous location
outside of the building and in the front part of the premises on which is, or will be the approved
building or equipment to which the approved plans relate. The owner and the contractor shall, so far as
possible, preserve and keep the certificate posted until the completion of the work to which the
approved plans relate
Item C OBC 106.4 Amended construction documents. If substantive changes to the building are
contemplated after first document submission, or during construction, those changes must be submitted
to the building official for review and approval prior to those changes being executed. The building
official may waive this requirement in the instance of an emergency repair, or similar instance.
Item D OBC 109.1 General. Construction or work for which an approval is required shall be subject to
inspection by the building official and such construction or work shall remain accessible and exposed
for inspection purposes until approved.
This includes firestopping and draftstopping (Chapter 7 OBC), mechanical work; piping, ducts and
systems (Chapter 3 OMC), structural members and connections (Chapter 16 OBC), and electrical
work (Chapter 27 OBC). All systems and elements covered by code are to be inspected and approved
before being covered.
Item E OBC 1103.1 Where required. Buildings and structures, temporary or permanent, including their
associated sites and facilities, shall be accessible to persons with physical disabilities.
Item F OBC 1103.2.1 Speciric requirements. Accessibility is required in buildings and facilities, or portions
thereof, to the extent indicated in ADAAG Section 4.1 and this chapter.
Item G All electrical will comply with the requirements of Article 27 OBC and the National Electrical Code,
NFPA 70, OBC approved edition and is subject to the approval of the electrical field inspector.
Item H The existing electrical conductors, if removed, abandoned, or altered, shall be accomplished to the
electrical field inspector's approval. Electrical work found not to meet the code's standards shall be
corrected to the electrical field inspector's approval.
The start of construction indicates acceptance of all of the conditions listed above. This review does not preclude
the necessity to conform to provisions which may have been omitted ar overlooked in the review process, but which
are requirements of the code. Ultimate responsibility for legal compliance with the Standards of Safety rests with
the registered design professional, the tenant and the owner. Phased Plan Approval will be valid only upon receipt
by the City of Dublin, Division of Building Standards, of one signed copy of this Phased Plan Approval to the
submitted plans.

Code(DFC) based upon the 2000 International Fire Code.
We are able to recommend approval of the plans submitted with the follawing conditions:
OBC 106.1.1 Information on constmction documents. Because the construction documents do not have enough
information for a complete plan review, this conection letter is a request for missing informarion and contains a review
only of the items submitted. A complete review will be performed upon receipt of the required information. T i
result in additional items not contained in this conection letter; Section 106 OBC.
1.1 Are any new Medical Gases to be stored or utilized rn the pmposed new work? If so, how much of what type oJ
medical gasses are planned. Please verify.
1.2 Will any of the chemicals to be used in the water treatment process be hazardous, acidic or conosive in nature?
If so, please provide MSDS information on these chemicals for our review and files. Also, describe the type,
amounts and method of storage for any type of these chemicals.
2. OBC 106.1.1.1 Fire protection system drawinga. Drawings for the fire protection system(s) sha11 be submitted to
indicate conformance with this code and the construcrion documents and shall be approved prior to the start of system
installation. Dcawings shall contain a11 informarion as required by the referenced installation standards in OBC Ch 9.

a. When they are made available, submit for approval, prior to the start of system(s) installation, complete
information regarding the fire protection systems or the alteration of the ez-isting system(s) information required
by the 2007 NFPA 13, Chapter 22, Plans and Calculations for Fire Suppression Systems and the specifications,
wiring diagrams, battery calculation, and,/loor plans required by NFPA 72 (2007)§A4.5 for any revisions to the
existing Fire Alarm/Detection Systems.
b. Separate permits are required for the alterations to the existingAutomatic Fire Suppression System, and the
Fire Alarm & Fire Detection system.
c. Visual alarm initiating signal appliances shall be mounted in accordance with Section 4.28.3 ADAAG. The
appliance shall be placed 80 in. above the highest floor Ievel within the space or 6 in. below the ceiling,
whichever is lower. In accordance with the provisions of this code seciion, the measurement for the `appliance'
shall be taken to the bottom of the visual alarm initiating device lens. This appliance measurement shall place
the bottom of the lens at 80 inches above the finish floor surface. Caution should be exercised to coordinate
this item early in the building process with the contractor installing the rough-in boxes for these fire alarm
devices.
OBC 907.9 Alarm notification appliances: Alarm notification appliances shall be provided and shall be listed for their
purpose. Audible and visual alarms shall be installed in accordance with the "ADAAG" and NFPA 72.

ADAAG 4.28.1. Alarm systems required to be accessible shall comply with Section 4.28 ADAAG. At a minimum,
visual signal appliances shall be provided in restrooms and any other general usage areas (e.g., meeting rooms,
auditoriums, corridors, lobbies and any other area for common use.
Provide visual notification appliances in the following "common use"areas:
a. Toilet Rooms # 103 and # 112 where shown missing from Sheet E230.
By definition, these areas constitute common use and shall be protected in accordance with the referenced code
sections. Furthermore, audible a/arm out put levels shall be tested in the field for compliance with Section 907.9.2
OBC pursuant to these areas of common use.
DFC 315.2.1 Ceiling clearance. Storage shall be maintained 2 feet (610 mm) or more below the ceiling in
nonsprinklered areas of buildings or a minimum of 18 inches (457 mm) below sprinkler head deflectors in sprinklered
areas of buildings.
Open storage `shelving' with standards, as shown on Elevations 9 and 13 on Sheet A900, are drawn and/or
dimensioned such that the storage of items would be placed within 18 to 24 inches (or less) of the ceilings. Please
know that in this fully suppressed building, no display or storage shall be allowed within 18 inches of the ceiling. This
will limit the amount of storage placed upon the top shelving units and within the storage bins as drawn. Please revise
the submitted details to limit the heights of all such `open ' storage.
