The construction documents are sealed by Robert J Kraemer, Ohio registered architect #12564, the electrical dated
08/07/08 by Alberto De La Torre Lucas, Ohio registered engineer # E-68678, and the mechanical dated 7-31-08 by
Michael T. Collins, Ohio registered engineer # E-39557 in compliance with the requirements of the OBC Section
1063.4.1 and has been reviewed, therefore, only for general compliance with the OBC.
OBC 107.3.3 Phased approvaL The building official shall issue an approval for the construction of foundations or
any other part of a building or structure before the construction documents for the whole building or structure have
been submitted, provided that adequate information and detailed statements have been filed complying with
pertinent requirements of this code. The holder of such approval for the foundation or other parts of a building or
structure shall proceed at the holder's own risk with the building operation and without assurance that an approval
for the entire structure will be granted. Such approvals shall be issued for various stages in the sequence of
construction provided that all information and data required by the code for that portion of the building or structure
has been submitted. The holder of a phased plan approval may proceed only to the point for which approval has
been given
This Phased Plan Approval is for PRE WALLBOARD (Interior Framing without wallboard), AND ROUGH
MEP ONLY. Please Note - Responses to the following items must be reviewed artd approved prior to the
issuance of any further Plan Approvals.
Item 1 Review and Approval of Plumbing Drawings and inspection of Plumbing installations are performed
by the Franklin County Board of Health
Item 2 The Washington Township Fire Marshal has requested an opportunity to provide input to the Dublin
building department on issues relating to fire protection. The building official has evaluated the Fire
Marshal's comments related to the fire protection provisions of the OBC and incorporates those
comments, by reference, into this Phased Plan Approval and Conection Request.

This review is based upon the information contained within the submitted drawings and related documents. Once
response to the Fire Marshal's comments are prepared, fax (614-718-4346) or e-mail (rharpham@dublin.oh.us) them
to the City of Dublin, Division of Building Standards reviewer.
The following items are required for code compliance, but are not necessarily covered in detail in the construction
documents. This list is a reminder to the design professional and contractors of issues, which are to be
satisfactorily dealt with in the field:
Item A OBC 106.3.1 Approval of construction documents. When the construction documents have been
determined to conform to the applicable provisions of the rules of the Board in accordance with the
procedures set forth in Section 105.3.1, the building official shall endorse or stamp such plans as
approved. One set of construction documents shall be kept by the building official. The other set(s)
shall be returned to the applicant, kept at the work site and shall be open for inspection by the building
official or the building official's designated representative.
Item B OBC 105.7.2 Posting. The certificate of plan approval shall be posted in a conspicuous location
outside of the building and in the front part of the premises on which is, or will be the approved
building or equipment to which the approved plans relate. The owner and the contractor shall, so far as
possible, preserve and keep the certificate posted until the completion of the work to which the
approved plans relate
Item C OBC 106.4 Amended construction documents. If substantive changes to the building are
contemplated after first document submission, or during construction, those changes must be submitted
to the building official for review and approval prior to those changes being executed. The building
official may waive this requirement in the instance of an emergency repair, or similar instance.
Item D OBC 109.1 General. Construction or work for which an approval is required shall be subject to
inspection by the building official and such construction or work shall remain accessible and exposed
for inspection purposes until approved.
This includes firestopping and draftstopping (Chapter 7 OBC), mechanical work; piping, ducts and
systems (Chapter 3 OMC), structural members and connections (Chapter 16 OBC), and electrical
work (Chapter 27 OBC). All systems and elements covered by code are to be inspected and approved
before being covered.
Item E OBC 1103.1 Where required. Buildings and structures, temporary or permanent, including their
associated sites and facilities, shall be accessible to persons with physical disabilities.
Item F OBC 1103.2.1 Specific requirements. Accessibility is required in buildings and facilities, or portions
thereof, to the extent indicated in ADAAG Section 4.1 and this chapter.
Item G All electrical will comply with the requirements of Article 27 OBC and the National Electrical Code,
NFPA 70, OBC approved edition and is subject to the approval of the electrical field inspector.
Item H The existing electrical conductors, if removed, abandoned, or altered, shall be accomplished to the
electrical field inspector's approval. Electrical work found not to meet the code's standards shall be
corrected to the electrical field inspector's approval.
The start of construction indicates acceptance of ali of the conditions listed above. This review does not preclude
the necessity to conform to provisions which may have been omitted or overlooked in the review process, but which
are requirements of the code. Ultimate responsibility for legal compliance with the Standards of Safety rests with
the registered design professional, the tenant and the owner. Phased Plan Approval will be valid only upon receipt
by the City of Dublin, Division of Building Standards, of one signed copy of this Phased Plan Approval to the
submitted plans.

Interior alterations of an interior Tenant space. Improvements include new wall partitions,
plumbing, mechanical and electrical work. The building cunently has an existing
automatic fire suppression system loca.ted throughout and a fire alann/detection system
which will need to revised per the new Tenant layout.
We have reviewed the Construction Documents dated 1/11/07, for the referenced project, with as submitted to the Division of
Building Standards August 7, 2008, for matters of concem to the Washington Township Fire Department regarding rules relating
to the 2007 Ohio Building Code (OBC) and the fire prevention and the Dublin Fire Code(DFC) based upon the 2000 International
Fire Code.
We are able to recommend approval of the revised plans with the following conditions:
OBC 106.1.1 Information on constructioe documents. Because the construction documents do not have enough
information for a complete plan review, this correction letter is a request for missing information and contains a review
only of the items submitted. A complete review will be performed upon receipt of the required information. This mav
result in additional items not contained in this conection letter; Section 106 OBC.
1.1 Please dimension the proposed access aisles where the movable, furniture creates such aisleways between other
moveable partitions and frxed wall partitions. Currently, Sheet A-3 indicates that these minimum clear widths
are to be; "PerMBI. " All egress access aisles shall meet with the requirements of OBC Sections 1014.4 and
1014.4.1. Furthermore, the minimum required dimensions for these access aisles shall not contain any
obstructions, such as pull-out later ftles, as shown on this sheet in various areas of the means of egress. Please
verify what the clear minimum widths will be for the aisle access 'including' with the proposed lateral, files in
their, full-open position. Please verify.

2. OBC 106.1.1.1 Fire protection system drawings. Drawings for the fire protection system(s) shall be submitted to
indicate conforniance with this code and the construction documents and shall be approved prior to the start of system
installation. Drawings shall contain all information as required by the referenced installation standards in OBC Ch 9.
a. Separate permits are requiredfor the alterations to the existingAutomatic Fire Suppression System, and the
Fire Alarm & Fire Detection system.
b. Yisual alarm initiating signal appliances shall be mounted rn accordance with Section 4.28.3 ADAAG. The
appliance shall be placed 80 in. above the highest floor level within the spuce or 6 in. below the ceiling,
whichever is lower. In accordance with the provisions of this code sectio», the measurement for the appliance '
shall be taken to the bottom of the visual alarm initiating device lens. This appliance measurement shall place
the bottom of the lens at 80 inches above the finish floor surface. Caution should be exercised to coordinate
this item early in #he building process with the contractor installing the rough-in boxes for these frre alarm
devices.
c. Fire protection system drawings shall be sealed by a design professional, registered in the state of Ohio or be
signed and certification number listed thereon, by an individual certified in accordance with Section 105.3.1.4
of the OBC.
OBC 1006.4 Performance of system. Emergency lighting facilities shail be arranged to provide initial illumination that
is at least an average of 1 foot-candle (11 lux) and a minimum at any point of 0.1 foot-candle (1 lux) measured along the
path of egress at floor level. Illumination levels shall be permitted to decline to 0.6 foot-candle (61ux) average and a
minimum at any point of 0.06 foot-candle (0.61ux) at the end of the emergency lighting time duration. A
maximum-to-minimum illumination uniformity ratio of 40 to 1 shall not be exceeded.
OBC 1011.1 Where required. Exits and exit access doors shall be marked by an approved exit sign readily visible
from any direction of egress travel. Access to exits shall be marked by readily visible exit signs in cases where the exit or
the path of egress travel is not immediately visible to the occupants. Exit sign placement shall be such thax no point in an
exit access conidor is more than 100 feet (30 480 mm) or the listed viewing distance for the sign, whichever is less,
from the nearest visible exit sign.
a. Additional exit signs and emergency egress lighting mav be required by the Field Inspector and/or Fire Marshal
based upon actual' field conditions, including but not limited to conditions created by the placement and
con,figuration of moveable o?,?'f'rce partitions and furnishings.
