OBC 106.3.3 Phased approval. The building official shall issue an approval for the construction of foundations or any other part of a building or structure before the construction documents for the whole building or structure have been submitted, provided that adequate information and detailed statements have been filed complying with pertinent requirements of this code. The holder of such approval for the foundarion or other parts of a building or structure shall proceed at the holder's own risk with the building operation and without assurance that an approval for the entire structure will be granted. OBC 3104.1 General. This section shall apply to connections between buildings such as pedestrian walkways or tunnels, located at, above or below grade level, that are used as a means of travel by persons. The pedestrian walkway shall not contribute to the building area or the number or the number of stories or height of connected buildings. OBC 3104.2 Separate structures. Connected building shall be considered to be separate structures. The pedestrian walkway is to be fully sprinklered. Due to the distance between the ends of the walkway, the existing show room does not have to be separated from the new showroom. See Sheet AO.Ol and A0.02. Item 2. From the key plan; Building A is separated from Building B with a firewall; Building B is separated from Building C by distance and is connected only by the walkway. Item 3. Second story, Parts Storage, in Building C is 2,688 Sq. Ft., when divided by 300 Sq. Ft. per person equals 9 people, which allows for a single egress path; see OBC 1019.1, Exception 1. Item 4. Inspections of openings for footings are to be conducted by the soils engineer, per the structural engineer, 52.02. Item 5. Dublin Fire Code 314.4. Vehicles. Liquid- or gas-fueled vehicles, boats or other motorcraft shall not be located indoors except as follows: 1. Batteries are disconnected. 2. Fuel in fuel tanks does not exceed one-quarter tank or 5 gallons (19L) (whichever is least). 3. Fuel tanks and fill openings are closed and sealed to prevent tampering. 4. Vehicles, boats or other motorcraft equipment are not fueled or defueled within the building. Item 6. OBC 1703.1 Approved agency. An approved agency shall provide all information as necessary to determine that the agency meets the applicable requirements. The architect and general contractor are to submit the names of the "special inspectors" who have been selected and the phase of the construction which they will oversee. Section 1703 is applicable. Item 7. OMC 606.2.1 Return air systems. Smoke detectors shall be installed in return air systems with a design capacity greater than 2,000 cfm (0.9 m 3/s), in the return air duct or plenum upstream of any filters, exhaust air connections, outdoor air connections, or decontamination equipment and appliances. Exception: Smoke detectors are not required in the return air system where the space served by the air distribution system is protected by a system of area smoke detectors in accordance with the building code. The area smoke detector system shall comply with Section 606.4. This list is a reminder to the design professional and contractors ofissues, which are to be satisfactorily dealt with in the field: Item 1. OBC 109.2 Lot line markers required. Before any work is started in the construction of a building or an addition to a building to which the rules of the Board are applicable under Section 101.2, all boundary lines shall be clearly marked at their intersections with permanent markers or with markers which are offset at a distance which is of record with the owner. Item 2. OBC 106.3.1 Approval of construction documents. When the construction documents have been determined to conform to the applicable provisions of the rules of the Board in accordance with the procedures set forth in Section 105.3.1, the building official shall endorse or stamp such plans as approved. One set of construction documents shall be kept by the building official. The other set(s) shall be returned to the applicant, kept at the work site and shall be open for inspection by the building official or the building official's designated representative. Item 3. OBC 105.7.2 Posting. The certificate of plan approval shall be posted in a conspicuous location outside of the building and in the front part of the premises on which is, or will be the approved building or equipment to which the approved plans relate. The owner and the contractor shall, so far as possible, preserve and keep the certificate posted until the completion of the work to which the approved plans relate. Item 4. OBC 106.4 Amended construction documents. If substantive changes to the building are contemplated after first document submission, or during construction, those changes must be submitted to the building official for review and approval priar to those changes being executed. The building official may waive this requirement in the instance of an emergency repair, or similar instance. Item 5. OBC 109.1 General. Construction or work for which an approval is required shall be subject to inspection by the building official and such construction or work shall remain accessible and exposed far inspection purposes until approved. This includes firestopping and draftstopping (Chapter 7 OBC), mechanical work; piping, ducts and systems (Chapter 3 OMC), structural members and connections (Chapter 16 OBC), and electrical work (Chapter 27 OBC). All systems and elements covered by code are to be inspected and approved before being covered. Item 6. OBC 1103.1 Where required. Buildings and structures, temporary or permanent, including their associated sites and facilities, shall be accessible to persons with physical disabilities. OBC 1103.2.1 Specific requirements. Accessibility is required in buildings and facilities, or portions thereof, to the extent indicated in ADAAG Section 4.1 and this chapter. Item 7. All electrical will comply with the requirements of Article 27 OBC and the National Electrical Code, NfiPA 70, OBC approved edition and is subject to the approval of the electrical field inspector. We were able to recommend approval of the plans on the basis of that review. We have reviewed the documents submitted to the city 07 Aug 2006 and were not able to discern any modificadon. We note the following from our earlier review: Item 1. DFC 503.1 Fire Apparatus Access Roads (FAAR), Where Required, DFC 503.1.1 Buildings and facilities... The fire apparatus access road shall ... extend to within 150 feet (45 720 mm) of all porkions of the facility or any portion of the exterior wall of the first story of the building as measured by an approved route around the exterior of the building or facility. DFC 503.2 Specifications. DFC 503.2.3 Surface: Fire apparatus access roads shall be designed and maintained to support the imposed loads of fire apparatus (75,000 pounds) and shall be surfaced so as to provide all-weather driving capabilities. a. The access loop from Venture Drive to Perimeter Loop Drive needs to be a FAAR.
