metal building by Carl W. Walker, Ohio engineer # 55712, the plumbing and gas piping by Patrick J.P. Kelley, Ohio
registered architect # 5983, the mechanical by T. Partick Halaiko, Ohio registered engineer # 44588, and the
electrical by James R. Hill, Ohio registered engineer #42045 to comply with the requirements of the OBC Section
107.3.4.1 and have been reviewed, therefore, in accord with OBC Secrion 104.1.
OBC 106.3.1 Approval of construction documents. When the construction documents have been determined to
conform to the applicable provisions of the rules of the Board in accordance with the procedures set forth in Section
105.3.1, the building official shall endorse or stamp such plans as approved. One set of construction documents
shall be kept by the building official. The other set(s) shall be returned to the applicant, kept at the work site and
shall be open for inspection by the building official or the building official's designated representative.

The following items are required for code compliance, but are not necessarily covered in detail in the
construction documents. This list is a reminder to the design professional and contractors of issues, which
are to be satisfactorily dealt with in the field:
Item A OBC 105.7.2 Posting. The certificate of plan approval shall be posted in a conspicuous
location outside of the building and in the front part of the premises on which is, or will be the
approved building or equipment to which the approved plans relate. The owner and the
contractor shall, so far as possible, preserve and keep the certificate posted until the
completion of the work to which the approved plans relate.
Item B OBC 106.4 Amended construction documents. If substanrive changes to the building are
contemplated after first document submission, or during construction, those changes must be
submitted to the building official for review and approval prior to those changes being
executed. The building official may waive this requirement in the instance of an emergency
repair, or similar instance.

Item C OBC 109.1 General. Construction or work for which an approval is required shall be subject
to inspection by the building official and such construction or work shall remain accessible
and exposed for inspection purposes until approved. This includes firestopping and
draftstopping (Chapter 7 OBC), mechanical work; piping, ducts and systems (Chapter 3
OMC), structural members and connections (Chapter 16 OBC), and electrical work (Chapter
27 OBC). All systems and elements covered by code are to be inspected and approved before
being covered.
Item D OBC 1103.1 Where required. Buildings and structures, temporary or permanent, including
their associated sites and facilities, shall be accessible to persons with physical disabilities.
OBC 1103.2.1 Specific requirements. Accessibility is required in buildings and facilities, or
portions thereof, to the extent indicated in ADAAG Section 4.1 and this chapter.
Item E All electrical will comply with the requirements of Article 27 OBC and the National Electrical
Code, NFPA 70, OBC approved edition and is subject to the approval of the electrical field
inspector.

Your proposal dated 12/18/07 to add exterior wall mounted lights at the Stanley Steemer Manufacturing building
located at the northeast corner of Emerald Parkway and Shier Rings Road has been reviewed and approved by
Land Use & Long Range Planning subject to the following conditions:
1. You must attach a copy of this entire fax, including all attached sheets, to the City of Dublin Electric
Permit Application that you will file for the work described. Provided you do so, separate review of the
electrical permit will not be required by Land Use & Long Range Planning.
2. The three (3) proposed 175 watt metal halide Lithonia "TWH" wall pack lights must be identical or
nearly identical to the existing wall pack lights on the building and are to be installed as shown on the
attached plan.
3. Two (2) stem-mounted 400 watt metal halide adjustable Ruud "FS3-16" flood lights will be located
on the north wall with one (1) identical fixture on the east wall of the building. All three fixtures must be
installed as shown on the attached plan. A fourth stem-mounted adjustable flood light shown on the west
wall is not to be installed and is noted as such on the vlan.
4. PLEASE NOTE! Final adjustment of the two stem-mounted adjustable tlood light on the north wall
is subj ect to the approval of the City of Dublin Code Enforcement Supervisor. If, in the opinion of the
City of Dublin, the adjustable flood lighting causes glare and endangers motorists on Emerald Parkway or
US Route 33 the City of Dublin reserves the right to require that the lateral and downward angle of the two
wall mounted flood lights be adjusted as required to eliminate the unsafe condition. Please contact Code
Enforcement Supervisor Greg Jones at (614) 410-4600 after the flood lights are installed.

Fill for the pad addition was recently placed by Dublin Building Systems. No compaction records were
available although observation of heavy equipment operating on the subgrade indicated firm conditions
generally associated with controlled fill placement.
Foundation soil bearing was determined by the use of a 0.5 inch metal probe rod and a manual use penetrometer.
Dimensions were found in general accordance with the approved foundation drawings maintained on site. Some
over excavation was required due to unsuitable natural soils (D-1 to C-1 undercut 2 feet below design grade) and
existing asphalt from an abandoned drive (A-4 to A-3 undercut 1 foot below design grade). The remainder of
the foundations were placed at grade in the stiff fill.
Foundation steel and dimensions were approved by the City of Dublin, Ohio in the early P.M.

Item A OBC 106.3.1 Approval of construction documents. When the construction documents have

building official. The other set(s) shall be returned to the applicant, kept at the work site and

Item D OBC 109.1 General. Construction or work for which an approval is required shall be subject
to inspection by the building official and such construction or work shall remain accessible
and exposed for inspection purposes until approved. This includes firestopping and
draftstopping (Chapter 7 OBC), ntechanical work; piping, ducts and systems (Chapter 3
OMC), structural members and connectiorts (Chapter 16 OBC), and electrical rvork (Chapter
27 OBC). All systems arad elenierats covered by code are to be inspected and approvecl before

Item E OBC 1103.1 Where required. Buildings and structures, temporary or permanent, including
their associated sites and facilities, shall be accessible to persons with physical disabilities.
OBC 1103.2.1 Specific requirements. Accessibility is required in buildings and facilities, or
portions thereof, to the extent indicated in ADAAG Section 4.1 and this chapter.

We have reviewed the construction documents for the referenced application dated December 28, 2007, as submitted to the
Division of Building Standards January 11, 2008, for matters of concem to the Washington Township Fire Department regarding
rules relating to the 2007 Ohio Building Code (OBC) and the fire prevention and the Dublin Fire Code(DFC) based upon the 2000
International Fire Code.

letter is to summarize all revisions required for zoning compliance only. Please review the

by the Division of Building Standards, the Office of the City Engineer, and/or the Washington

General Comments
General revisions are required for the site and landscaping plan for this project. The building
setback reduction approved by the Dublin Board of Zoning Appeals was for an 11'-0 reduction
from 97'-0 to 86'-0. The site plan shows a reduction of 85'-4". Please revise the plans
accordingly or contact Planner Abby Scott with an explanation for the increased reduction in
the side yard. Abby can be reached at 410-4654.
The March 2000 Real Estate Purchase Agreement between the City of Dublin and Bates
Property Management established a new 50-foot building and 25-foot pavement setback for this
site along the frontage of Emerald Parkway. (See attached copy of purchase agreement.) The
proposed pavement addition to the north of the existing lot must be redesigned to meet the
required 25-foot pavement setback.

Site lighting plans submitted on July 28, 2008 for the Stanley Steemer building addition
have been reviewed for zoning compliance and are being returned to your attention for
revision. The purpose of this letter is to summarize all revisions required for zoning
compliance only. All revisions must be coordinated with any applicable plan review
comments made separately by the Division of Building Standards, the Office of the
City Engineer, and/or the Washington Township Fire Department. Please return all
marked plans and attachments with your resubmittal to exuedite the next round
of permit application plan review.
All new site and building exterior illumination for this site is now subject to the
requirements of City of Dublin Code Section 153.149 Exterior Lighting Requirements
(see attached.) The code revision was approved by City Council February 19, 2008 and
went into effect thirty later. The standards and design requirements of the new code
section will necessitate the following revisions to the proposed exterior site lighting
plan:
• An iso-candella or "point-by-point" lighting grid must be provided that
demonstrates an average lighting range from one to three foot-candles or an
"average to minimum" light level ratio of no more than 4:1. A second lighting
grid must be provided confirming the estimated light trespass levels at 10'-0
beyond the property perimeter will be less than 1.0 foot-candle.
• Light fixtures shall be no more than 20'-0 above grade measured from top of
fixture to grade. (The proposed fixtures measure 22'-0 including a two foot
concrete base.) Please note that the maximum allowable height for a concrete
light pole base located in a parking (or service) area is now limited to a
maximum height of thirty inches (30") above the finished pavement.
• Pole-mounted fixtures at mounting heights of 20'-0 or less shall use no greater
than 250 watt metal halide lamps. (The proposed fixtures 400 watt metal halide
lamps.)

Please revise the lighting plans as indicated above and resubmit four copies of the site
electric plan with base details, lighting grids, and light fixture cut sheets for review.
If your client feels the lighting standards of Code Section 153.149 pose serious business
operation or safety issues you may request a site safety exemption from the standards as
defined in Section 153.149(D)(5) which reads in part..." Any use or site deemed
necessary by the Chief of Police or his/her designee based on business operation or
safety statistics may request from the Director of Land Use and Long Range Planning
to be exempt from the requirements set forth in Section 153.149(3)(C)(3). Should your
client decide to pursue this avenue please send the request for exemption to Steve
