been reviewed for compliance with the provisions of the Ohio Building Code (2007) which pernuts the use of
the 2006 Ohio Residential Code (RCO) in certain instances. The review was based upon the following criteria:

OBC 106.3.1 Approval of construction documents. When the construction documents have been
determined to conform to the applicable provisions of the rules of the Board in accordance with the
procedures set forth in Section 105.3.1, the building official shall endorse or stamp such plans as
approved. One set of construction documents shall be kept by the building official. The other set(s)
shall be returned to the applicant, kept at the work site and shall be open for inspection by the building
official or the building off cial 's designated representative.
The Drawings are APPROVED
The following items are required for code compliance, but are not necessarily covered in detail in the
construction documents. This list is a reminder to the design professional and contractors of issues, which
are to be satisfactorily dealt with in the field:
Item A R403.1.4.1 Frost protection. Except where otherwise protected from frost, foundation walls,
piers and other permanent supports of buildings and structures shall be protected from frost by
one or more of the following methods:
a. Provide confirmation of the existing condition and location of the footing under the
foundation indicated in the drawings. Contact Jan Rozanski, Senior Inspector, at 614-
410-4610 to facilitate the confirmation.
Item B OBC 106.3.1 Approval of construction documents. When the construction documents have
been determined to conform to the applicable provisions of the rules of the Board in
accordance with the procedures set forth in Section 105.3.1, the building official shall endorse
or stamp such plans as approved. One set of construction documents shall be kept by the

building official. The other set(s) shall be returned to the applicant, kept at the work site and
shall be open for inspection by the building official or the building official's designated
representative.
Item C OBC 105.7.2 Posting. The certificate of plan approval shall be posted in a conspicuous
location outside of the building and in the front part of the premises on which is, or will be the
approved building or equipment to which the approved plans relate. The owner and the
contractor shall, so far as possible, preserve and keep the certificate posted until the
completion of the work to which the approved plans relate
Item D OBC 106.4 Amended construction documents. If substantive changes to the building are
contemplated after first document submission, or during construction, those changes must be
submitted to the building official for review and approval prior to those changes being
executed. The building official may waive this requirement in the instance of an emergency
repair, or similar instance.
Item E OBC 109.1 General. Construction or work for which an approval is required shall be subject
to inspection by the building official and such construction or work shall remain accessible
and exposed for inspection purposes until approved.
This includes firestopping and draftstopping (Chapter 7 OBC), mechanical work; piping,
ducts and systems (Chapter 3 OMC), structural members and connections (Chapter 16 OBC),
and electrical work (Chapter 27 OBC). All systems and elements covered by code are to be
inspected and approved before being covered.
Item F OBC 1103.1 Where required. Buildings and structures, temporary or permanent, including
their associated sites and facilities, shall be accessible to persons with physical disabilities.
Item G OBC 1103.2.1 Specific requirements. Accessibility is required in buildings and facilities, or
portions thereof, to the extent indicated in ADAAG Section 4.1 and this chapter.
Item H All electrical will comply with the requirements of Article 27 OBC and the National Electrical
Code, NFPA 70, OBC approved edition and is subject to the approval of the electrical field
inspector.
Item I The existing electrical conductors, if removed, abandoned, or altered, shall be accomplished to
the electrical field inspector's approval. Electrical work found not to meet the code's
standards shall be corrected to the electrical field inspector's approval.
The start of construction indicates acceptance of all of the conditions listed above. This review does not
preclude the necessity to conform with provisions which may have been omitted or overlooked in the
review process, but which are requirements of the code. Ultimate responsibility for legal compliance with
the Standards of Safety rests with the registered design professional, the tenant and the owner. Phased
Plan Approval will be valid only upon receipt by the City of Dublin, Division of Building Standards, of
one signed copy of this Phased Plan Approval to the submitted plans.

We have reviewed an application for a permit to construct a 3 Season Addition to your residence
that was filed by Mr. Bill Whalen, Cardinal Builders, Inc. The result of that review was a
Correction Request for additional information that will be necessary before we are able to issue a
permit to begin construction. A copy of that request is enclosed for your information. Please note
that the request is considered an adjudication order and may be appealed by the applicant by
sending a written request to my office that identifies any items to be appealed and the relief sought.
We wish to call to your attention the fact that the drawings submitted for review will permit the
use of the addition only as an unheated and unconditioned space. To heat or air-condition the
addition in compliance with the building code would require compliance of the addition with the
requirements of the International Energy Compliance Code (IECC) and sections of the building
code other than those cited in the Correction Request. Constructing the addition as if it were to be
heated and air-conditioned in the future would, we believe, only nominally increase the current
cost of the project and would remove substantial physical and financial barriers to ever heating or
cooling the addition.

The undated plans submitted Nov 27 2007 for the captioned project have been reviewed for compliance with
the provisions of the Ohio Building Code (2007) which permits the use of the 2006 Ohio Residenrial Code
(RCO) in certain instances. The review was based upon the following criteria:

Notes: 1. The addition is unheated and not air-conditioned and has been
identified as "3-Season."
2. The occupancy permit will prohibit the heating or air-conditioning of
the addition until compliance with the requirements of the then
current International Energy Compliance Code.
The construction documents are unsealed and are required by OBC 106.3.4.1. Please comply.
OBC 106.3 Examination of documents. The building official shall examine or cause to be examined
the accompanying construction documents and shall ascertain by such examinations whether the
construction indicated and described is in accordance with the requirements of this code.
The construction documents, which have been submitted, do not allow the City of Dublin to issue a permit
to begin construction. The following item(s) shall be brought into full compliance with the the
requirements of the OBC prior to the issuance of any plan approval.
Item 1 R403.1.4.1 Frost protection. Except where otherwise protected from frost, foundation walls,
piers and other permanent supports of buildings and structures shall be protected from frost by
one or more of the following methods:
1. Extending below the frost line specified in Table R301.2 1;
2. Constructing in accordance with Section R403.3 ;
3. Constructing in accordance with ASCE 32-01; and
4. Erected on solid rock.
a. Provide confirmation of the existing condition and location of the footing under the
foundation indicated in the drawings. Contact Jan Rozanski, Senior Inspector, at 614-
410-4610 to facilitate the confirmation.
Item 2 R806.1 Ventilation required. Enclosed attics and enclosed rafter spaces formed where
ceilings are applied directly to the underside of roof rafters shall have cross ventilation for

each separate space by ventilating openings protected against the entrance of rain or snow.
Ventilating openings shall be provided with corrosion-resistant wire mesh, with 1/ 8 inch (3.2
mm) minimum to t/4 inch (6.4 mm) maximum openings.
a. Provide ventilation to comply. Cross ventilation cannot occur without vents on the high
side of the roofing. Vent each rafter space.
Item 3 R806.3 Vent clearance. Where eave or cornice vents are installed, insulation shall not block
the free flow of air. A minimum of a 1-inch (25.4 mm) space shall be provided between the
insulation and the roof sheathing at the location of the vent.
a. Install insulation to comply with the requirements of this section.
b. Drawings note that R-30 insulation "may" be installed. If it is not installed now it will
have to be installed before any heating or air-conditioning of the space may occur.
Item 4 R319.1 Protection against decay requires that all wood framing members in contact with
concrete in contact with the ground be pressure treated to be protected from decay.
a. Please indicate compliance with the requirements of R319.1 on the drawings.
Item 5 R320 Protection from termites. permits a number of ways to protect against termite damage.

determined to conform to the applicable provisions of the rules of the Board in accordance with the
procedures set forth in Section 105.3.1, the building offcial shall endorse or stamp such plans as
approved. One set of construction documents shall be kept by the building official. The other set(s)
shall be returned to the applicant, kept at the work site and shall be open for inspection by the building
official or the building official's designated representative.
The Drawings are APPROVED
The following items are required for code compliance, but are not necessarily covered in detail in the
construction documents. This list is a reminder to the design professional and contractors of issues, which
are to be satisfactorily dealt with in the field:
Item A R403.1.4.1 Frost protection. Except where otherwise protected from frost, foundation walls,

Item C OBC 105.7.2 Posting. The certificate of plan approval shall be posted in a conspicuous
location outside of the building and in the front part of the premises on which is, or will be the
approved building or equipment to which the approved plans relate. The owner and the
contractor shall, so far as possible, preserve and keep the certificate posted until the
completion of the work to which the approved plans relate
Item D OBC 106.4 Amended construction documents. If substantive changes to the building are
contemplated after first document submission, or during construction, those changes must be
submitted to the building official for review and approval prior to those changes being
executed. The building official may waive this requirement in the instance of an emergency
repair, or similar instance.
Item E OBC 109.1 General. Construction or work for which an approval is required shall be subject
to inspection by the building official and such construction or work shall remain accessible
and exposed for inspection purposes until approved.
This includes firestopping and draftstopping (Chapter 7 OBC), mechanical work,• piping,
ducts and systems (Chapter 3 OMC), structural members and connections (Chapter 16 OBC),
and electrical work (Chapter 27 OBC). All systems and elements covered by code are to be
inspected and approved before being covered.
Item F OBC 1103.1 Where required. Buildings and structures, temporary or permanent, including
their associated sites and facilities, shall be accessible to persons with physical disabilities.
Item G OBC 1103.2.1 Specific requirements. Accessibility is required in buildings and facilities, or
portions thereof, to the extent indicated in ADAAG Section 4.1 and this chapter.
Item H All electrical will comply with the requirements of Article 27 OBC and the National Electrical
Code, NFPA 70, OBC approved edition and is subject to the approval of the electrical field
inspector.
Item I The existing electrical conductors, if removed, abandoned, or altered, shall be accomplished to
the electrical field inspector's approval. Electrical work found not to meet the code's
standards shall be corrected to the electrical field inspector's approval.
The start of construction indicates acceptance of all of the conditions listed above. This review does not
preclude the necessity to conform with provisions which may have been omitted or overlooked in the
review process, but which are requirements of the code. Ultimate responsibility for legal compliance with
the Standards of Safety rests with the registered design professional, the tenant and the owner. Phased
Plan Approval will be valid only upon receipt by the City of Dublin, Division of Building Standards, of
one signed copy of this Phased Plan Approval to the submitted plans.
