ACCEPTING THE LOWEST AND BEST BID FOR THE RIVER FOREST
STORM AND ROADWAY IMPROVEMENTS PROJECT
(19-021-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of
the Dublin Code, for the River Forest Storm and Roadway Improvements
Project, 19-021-CIP; and
WHEREAS, Council has determined that the bid submitted by Strawser
Paving Company, Inc. on January 16, 2024 constitutes the lowest and best
bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
Delaware, Franklin and Union Counties, State of Ohio, ly of the elected
members concurring, that:
Section 1. The bid submitted by Strawser Paving Company, Inc. in the total
amount of $2,155,198.60 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts
with Strawser Paving Company, Inc. for the performance and completion of
the River Forest Storm and Roadway Improvements Project, 19-021-CIP
pursuant to the Advertisement, Proposal and Contract Documents for said
Project on file in the office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance
with Section 4.04(a) of the Revised Dublin Charter.

Summary
On January 16, 2024, two (2) bids were received and publicly opened for the River Forest Storm
and Roadway Improvements Project (Project). The scope of work for this project includes the
rehabilitation of roadways in the River Forest subdivision, drainage improvements to alleviate
roadway and roadside flooding, and restoring the proper flow of roadside ditches within the right-
of-way. The improvements include: pavement repairs, roadway resurfacing, grading, restoration of
roadway ditches, and replacement of failing storm conduits. Please find the Project Location Map
included below for the general work location.
This project was initially advertised for bids in May 2023, receiving only one bid of $2,599,692.50
on June 7, 2023, which the City rejected. The project was then advertised for bids a second time
in December 2023/January 2024. The second project bid resulted in a reduction in the low bid of
$444,493.90 compared to the low bid received in 2023.
This Project was originally approved as part of the 2023-2027 CIP and the funds budgeted in 2023
were $1,600,000 from account ST23C08 for the River Forest Storm and Roadway Improvements.
As a result of the Project not being awarded in 2023, the budgeted funds were not encumbered
prior to the end of 2023. Should Council accept this most recently received bid as the lowest and
best bid, an appropriation to fund this contract will be included in the first quarter supplemental.
The engineer’s estimate for the Project is $2,150,000. Strawser Paving Company, Inc. submitted
the lowest and best bid of $2,155,198.60. Staff has reviewed the bid and a summary of the bids
received is listed below.

The project is expected to commence in spring 2024 and the completion date is October 18, 2024.

Recommendation
Staff has thoroughly reviewed the bid submitted by Strawser Paving Company, Inc. Previous
experience with Strawser Paving Company, Inc. has been favorable, including these recent
projects: Street Maintenance 2023 Phase 1, Riverside Drive East Shared-Use Path (2023), Sidewalk
Maintenance Program 2023, and 2021 Storm Structure Maintenance. Staff is confident that
Strawser Paving Company, Inc. will perform well on this Project.
Staff recommends Council approve Resolution 01-24 accepting as lowest and best the bid of
Strawser Paving Company, Inc. in the amount of $2,155,198.60 and authorizing the City Manager
to enter into a contract with Strawser Paving Company, Inc. for this Project.
