ACCEPTING THE LOWEST AND BEST BID FOR THE BRANDONWAY DRIVE BRIDGE REPLACEMENT PROJECT (22-033-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of
the Dublin Code, for the Brandonway Drive Bridge Replacement Project, 22-
033-CIP; and
WHEREAS, Council has determined that the bid submitted by George J. Igel
& Co., Inc. on November 16, 2023 constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
Delaware, Franklin and Union Counties, State of Ohio, (, _ of the elected
members concurring, that:
Section 1. The bid submitted by George J. Igel & Co., Inc. in the total
amount of $1,608,376.74 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts
with George J. Igel & Co., Inc. for the performance and completion of the
Brandonway Drive Bridge Replacement Project, 22-033-CIP pursuant to the
Advertisement, Proposal and Contract Documents for said Project on file in the
office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance
with Section 4.04(a) of the Revised Dublin Charter.

Summary
On November 16, 2023, six (6) bids were received and publicly opened for the Brandonway Drive
Bridge Replacement Project (Project). The scope of work for this Project was developed as part of
the Annual Vehicular Bridge maintenance within the 2023-2027 Capital Improvements Program
(CIP) with design in 2022, construction funded in 2023, and construction occurring in 2024 and
provided for the replacement of the entire existing bridge with a new bridge and substructure. The
new bridge will be similar in appearance and size to the existing bridge, while slightly wider to
allow pedestrian facilities on both sides of Brandonway Drive connecting with existing pedestrian
extensions adjacent to the structure. Please see the Location Map included for the general work
location.
For Council’s reference, a copy of the construction drawings for this Project have been provided
electronically or a print version can be provided to Council upon request.
The 2023-2027 CIP included $1,025,000 for the Annual Vehicular Bridge Maintenance (BC23M04).
Ordinance 36-23 (adopted by City Council on September 25, 2023) provided $600,000 in additional
funds for the construction of the Brandonway Drive Bridge Replacement. The engineer’s estimate
for the Project is $1,800,000.
George J. Igel & Co., Inc. submitted the lowest and best bid of $1,608,376.74. Staff has reviewed
the bid and a summary of the bids received is listed below.

The project is expected to commence in July 2024 and the completion date is October 31, 2024.
Brandonway Drive will be closed to traffic between Brand Road and Wellston Court/Aldridge Place
for four months beginning July 1, 2024. Detours will be posted as described in the plans. The
typical and customary communication methods will be used to convey construction information to
residents and motorists throughout the duration of the work for this Project.
Recommendation
Staff has thoroughly reviewed the bid submitted by George J. Igel & Co., Inc. Previous experience
with George J. Igel & Co., Inc. has been favorable, including these recent projects: Sanitary
Sewer Extension Area 1C (2021); SR 161 / Cosgray Road Roundabout Project (2021).
Staff recommends Council approve Resolution 89-23 accepting as lowest and best the bid of
George J. Igel & Co., Inc. in the amount of $1,608,376.74 and authorizing the City Manager to
enter into a contract with George J. Igel & Co., Inc. for this Project.
