ADOPTING THE 2023/2024 FRANKLIN COUNTY MULTI- JURISDICTIONAL HAZARD MITIGATION PLAN UPDATE WHEREAS, Franklin County and its jurisdictions recognize the threat that natural hazards pose to people and property within Franklin County; and WHEREAS, the County and its jurisdictions has prepared a multi-hazard mitigation plan, hereby known as the 2023/2024 Franklin County Multi-Jurisdictional Hazard Mitigation Plan Update in accordance with federal laws, including the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended; the National Flood Insurance Act of 1968, as amended; and the National Dam Safety Program Act, as amended; and WHEREAS, the 2023/2024 Franklin County Multi-Jurisdictional Hazard Mitigation Plan Update identifies mitigation goals and actions to reduce or eliminate long-term risk to people and property in Franklin County and its jurisdictions from the impacts of future hazards and disasters; and WHEREAS, adoption by Franklin County and its jurisdictions demonstrates its commitment to hazard mitigation and achieving the goals outlined in the 2023/2024 | Franklin County Multi-Jurisdictional Hazard Mitigation Plan Update. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, ___[y _ of its elected members concurring, that: In accordance with (local rule for adopting resolutions), the City of Dublin adopts the 2023/2024 Franklin County Multi-Jurisdictional Hazard Mitigation Plan Update. While content related to Franklin County and the City of Dublin may require revisions to meet the plan approval requirements, changes occurring after adoption will not require the City of Dublin to re-adopt any further iterations of the plan. O’Callaghan, P.E., City Manager Date: December 5, 2023 Initiated By: Justin Páez, Chief of Police Tom Hirschy, Law Enforcement Planner/Emergency Management Coordinator Re: Resolution 86-23 – 2023/2024 Franklin County Multi-Jurisdictional Hazard Mitigation Plan Update Summary The Federal Emergency Management Agency requires local communities to adopt a natural hazards mitigation plan (HMP) as a condition of eligibility to receive federal funds available through their agency. Franklin County Emergency Management and Homeland Security (FCEM&HS) initially adopted a countywide HMP in 2007, with subsequent updates since 2007. Over the past year, FCEM&HS has diligently worked on an update for 2023/2024. It now needs its member communities to adopt the new plan. The County and its jurisdictions have prepared a multi-hazard mitigation plan, hereby known as the 2023/2024 Franklin County Multi-Jurisdictional Hazard Mitigation Plan Update, in accordance with federal laws, including the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended; the National Flood Insurance Act of 1968, as amended; and the National Dam Safety Program Act, as amended. The 2023/2024 Franklin County Multi-Jurisdictional Hazard Mitigation Plan Update identifies mitigation goals and actions to reduce or eliminate long-term risk to people and property in Franklin County and its jurisdictions from the impacts of future hazards and disasters. Adoption by Franklin County and its jurisdictions demonstrates its commitment to hazard mitigation and achieving the goals outlined in the 2023/2024 Franklin County Multi-Jurisdictional Hazard Mitigation Plan Update. The 2023/2024 Franklin County Multi-Jurisdictional Hazard Mitigation Plan Update has been sent to the Ohio Emergency Management Agency for review and approval. The County's current plan expires on December 26, 2023. The FEMA guidelines state that jurisdictions can adopt the Hazard Mitigation Plan (HMP) before it receives 'approved pending adoption' status. It is recommended that the HMP be formally adopted before the plan expires, as adopting the plan before it expires will ensure eligibility to apply for and receive FEMA pre- and post-disaster funding. The plan must be adopted by the Franklin County Board of Commissioners and all cities and villages in Franklin County. This plan must be adopted by a formal resolution voted on by City Council to meet applicable legal requirements. The City is not required to take any actions or allocate funds toward any projects identified in the plan. The plan serves as a guide to mitigation actions but is not a mandate to act. Communities not participating in the County plan are required to complete their own plans to qualify for and receive federal pre- and post-disaster funding.
