the Ohio Building Code (2005) for the purpose of issuing a Phased Plan Approval only. The review was based upon

The structural plans are sealed by Michael Chad Turner, Engineer #64546, J. Raymond Miller, Surveyor #8061,
Jerald E. Hasbrouck, Engineer #42112 and Todd M. Faris, Landscape Architect #928, all to comply with the
requirements of the OBC Section 106.3.4.1 and have been reviewed, therefore, in accord with OBC Section 104.1.
OBC 106.3.3 Phased approval. The building official shall issue an approval for the construction of foundations or
any other part of a building or structure before the construction documents for the whole building or structure have
been submitted, provided that adequate information and detailed statements have been filed complying with pertinent
requirements of this code. The holder of such approval for the foundation or other parts of a building or structure
shall proceed at the holder's own risk with the building operation and without assurance that an approval for the
entire structure will be granted. Such approvals shall be issued for various stages in the sequence of construction
provided that all information and data required by the code for that portion of the building or structure has been
submitted. The holder of a phased plan approval may proceed only to the point for which approval has been given.

Item 1. The Dublin Fire Codes call for a specific turning radius for the largest apparatus and
hydrant locations. Obtain approvals before proceeding with site work.
The following items are required for code compliance, but are not necessarily covered in detail in the construction
documents. This list is a reminder to the design professional and contractors of issues, which are to be
satisfactorily dealt with in the field:
Item 1. OBC 109.2 Lot line markers required. Before any work is started in the construction of a
building or an addition to a building to which the rules of the Board are applicable under Section
10 1.2, all boundary lines shall be clearly marked at their intersections with permanent markers or
with markers which are offset at a distance which is of record with the owner.
Item 2. OBC 106.3.1 Approval of construction documents. When the construction documents have
been determined to conform to the applicable provisions of the rules of the Board in accordance
with the procedures set forth in Section 105.3.1, the building official shall endorse or stamp such
plans as approved. One set of construction documents shall be kept by the building official. The
other set(s) shall be returned to the applicant, kept at the work site and shall be open for inspection
by the building official or the building official's designated representative.
Item 3. OBC 105.7.2 Posting. The certificate of plan approval shall be posted in a conspicuous location
outside of the building and in the front part of the premises on which is, or will be the approved
building or equipment to which the approved plans relate. The owner and the contractor shall, so
far as possible, preserve and keep the certificate posted until the completion of the work to which
the approved plans relate.
Item 4. OBC 106.4 Amended construction documents. If substantive changes to the building are
contemplated after first document submission, or during construction, those changes must be
submitted to the building official for review and approval prior to those changes being executed.
The building official may waive this requirement in the instance of an emergency repair, or similar
instance.
Item 5. OBC 109.1 General. Construction or work for which an approval is required shall be subject to
inspection by the building official and such construction or work shall remain accessible and
exposed for inspection purposes until approved.
This includes firestopping and draftstopping (Chapter 7 OBC), mechanical work; piping, ducts
and systems (Chapter 3 OMC), structural members and connections (Chapter 16 OBC), and
electrical work (Chapter 27 OBC). All systems and elements covered by code are to be inspected
and approved before being covered.
Item 6. OBC 1103.1 Where required. Buildings and structures, temporary or permanent, including their
associated sites and facilities, shall be accessible to persons with physical disabilities.
OBC 1103.2.1 Specific requirements. Accessibility is required in buildings and facilities, or
portions thereof, to the extent indicated in ADAAG Section 4.1 and this chapter.
Item 7. All electrical will comply with the requirements of Article 27 OBC and the National Electrical
Code, NfiPA 70, OBC approved edition and is subject to the approval of the electrical field
inspector.
Item 8. The existing electrical conductors, if removed, abandoned, or altered, shall be accomplished to the
electrical field inspector's approval. Electrical work found not to meet the code's standards shall
be corrected to the electrical field inspector's approval.

The start of construction indicates acceptance of all of the conditions listed above. This review does not preclude the
necessity to conform with provisions which may have been omitted or overlooked in the review process, but which
are requirements of the code. Ultimate responsibility for legal compliance with the Standards of Safety rest with the
registered design professional, the tenant and the owner. Phased Plan Approval will be valid only upon receipt by
the City of Dublin, Division of Building Standards, of one signed copy of this Phased Plan Approval to the submitted
plans.

concern to the Washington Township Fire Department regarding rules of the 2005 Ohio Building Code (OBC) and the
2002 Dublin Fire Code (DFC) relating to fire prevention.
We are unable to recommend approval of the plans as submitted:
Item 1. DFC 503.2.4 Turning Radius. The turning radius on any fire apparatus access road, public or private, that
provides access to a structure or equipment, shall be a minimum turning radius of 45 feet on the outside and
25 feet on the inside.
a. The roads around 6740 and 6790 Perimeter Drive do not comply.
b. Please revise the site plan and indicate on the revision how the 25 foot and 45 foot radii are
accommodated for every turn by the plan.

We have reviewed the plan submission made by your office on May 24, 2006 for this project. Your office should also review the
attached redlined prints as they support the following written comments:
General Comments
• The water service for these buildings will need to be reviewed by the City of Columbus Water Department. Incorporate
any comments from them into the plans.
• The Site Improvement Plans will be required to be submitted on 24 by 36-inch 4-mil mylars and in electronic format
compatible with AutoCAD once final approval is given.
• The stamp and signature of the design professional that prepared this drawing will be needed on the final Mylar.
• Show the intersection visibility triangle for the driveway in accordance to the Division of Engineering Administrative
Policy 95-013. Use a stop sign controlled intersection.
• The last run of pipe to the public system is required to be reinforced concrete pipe. Please revise accordingly.
• OEPA is now requiring that a PTI be issued before any construction of the sanitary sewer system can be completed.
The plans may also need to be reviewed and signed by the City of Columbus. Contacts with these entities should be
made concurrently with the City of Dublin review.
• The Record of Action required that you show the width of Perimeter to show how the curb cuts will be aligned.

• The access drive for the property to the west was supposed shown on the south side of the site.
• Please adjust the tree protection fencing, it will not be allowed in the pavement.
• Ohio Building Code requires that there be an accessible path from the public path system to the path system within the
site. I don't think the 3' gravel meets that requirement. Please verify.
• We will need to have an easement dedicated to the City for the public sidewalk on the north side of the site. The
easement should run parallel to the northern property line and be one foot south of the furthest extent of the meandering
sidewalk.

• There is a existing manhole shown in the new sidewalk. Is there any way the sidewalk can be moved to avoid conflict
the manhole?
• Need datum for the benchmark.
• Can C or D be used for the rock channel protection?
• It appears an easement is being shown for the sanitary sewer. This is a private sewer that will only serve this site, so an
easement to the City is not needed.
• Please include an orifice detail with the diameter shown.
• Storm sewer and sanitary sewer top of casting and invert elevations.
• Review your major flood routing. If a catch basin is blocked, where will the water go?

Stormwater Management Report
• Summary needs to be expanded to better describe what is being done on site.
• Isn't this pond to handle water from other areas in the PCD? Need calculation showing the pond has been adequately
sized.
• Need a cross section of the basin.
• Critical storm calculation.
• There is a discrepancy in the site acreage as described in the report.
• Water Quality calculation mirrors OEPA's and therefore their values for r should be used. r = 0.8 for commercial
• Need to include all calculations in the packet. I did not see water quality draw down, routing cals, and inflow and
outflow hydrographs. Will need information on all storms, but it can be submitted on a disk.
I need to review the configuration of the access drives shown on these construction plans with Ms. Jean Ellen Willis, P.E. of our
office. What you are showing is different than what Ruscilli has presented to the City. Once I have comments on that portion, I
will forward them directly to you.
